An Act regulating drones.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority 
of the same, as follows:
1 Chapter 90 of the General Laws, as appearing in the 2022 Official Edition, is hereby 
2amended by inserting, after section 39G, the following:-
3 Section 39H. For the purposes of this section, the following words shall have the 
4following meanings, unless the context clearly requires otherwise:
5 “Unmanned Aerial Vehicle”, “UAV”, or “drone” shall mean a powered aerial vehicle 
6that: (i) does not carry a human operator and is operated without the possibility of direct human 
7intervention from within or on the aircraft; (ii) uses aerodynamic forces to provide vehicle lift; 
8(iii) can fly autonomously or be piloted remotely; (iv) can be expendable or recoverable; and (v.) 
9weighs less than 55lbs.
10 “Chinese state-owned company” shall mean any corporation, business, association, 
11partnership, venture, limited liability company, or other entity or business association owned 
12fully or in part by, or affiliated with, the government of China. 2 of 2
13 Section 39I. Acquisition of unmanned aerial vehicles
14 Chinese state-owned companies shall not be authorized to sell or distribute unmanned 
15aerial vehicles or drones in the Commonwealth.
