| 27 | 27 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |

| 28 | 28 | | of the same, as follows: |

| 29 | 29 | | 1 Chapter 164 of the General Laws is hereby amended by inserting after section 47E the |
|---|
| 30 | 30 | | 2following section:- |
|---|
| 31 | 31 | | 3 Section 47F. (a) Notwithstanding any other general or special law to the contrary, |
|---|
| 32 | 32 | | 4investor-owned electric utilities and municipal light plants may enter into agreements to |
|---|
| 33 | 33 | | 5collectively bid for the joint procurement of energy supply. |

| 34 | 34 | | 6 (b) The department shall promulgate any regulations, pursuant to chapter 30A, necessary |
|---|
| 35 | 35 | | 7to implement this section. |
