27 | 27 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
---|
28 | 28 | | of the same, as follows: |

29 | 29 | | 1 SECTION 1. (a) There shall be a special commission to study the effectiveness of the |
---|
30 | 30 | | 2executive office of health and human services. The commission shall evaluate the current |
---|
31 | 31 | | 3number of employees in the executive office, the administrative structure of the executive office |
---|
32 | 32 | | 4and the executive office’s effectiveness in fulfilling its legislative mandate. The commission |
---|
33 | 33 | | 5shall consider the feasibility and potential effectiveness of alternative organizational |
---|
34 | 34 | | 6configurations for the executive office, including the possibility of dividing the executive office |
---|
35 | 35 | | 7into smaller subagencies. |
---|
36 | 36 | | 8 (b) The commission shall consist of 11 members: the secretary of health and human |
---|
37 | 37 | | 9services, 1 member to be appointed by the speaker of the house of representatives; 1 member to |
---|
38 | 38 | | 10be appointed by the senate president; and 8 to be appointed by the governor, 3 of whom shall |
---|
39 | 39 | | 11have experience with public health administration, 3 of whom shall have experience in private 2 of 2 |
---|
40 | 40 | | 12healthcare administration and 2 of whom shall have work experience with the administration of |
---|
41 | 41 | | 13social services. |
---|
42 | 42 | | 14 SECTION 2. Not later than October 1, 2026, the commission shall file a report of its |
---|
43 | 43 | | 15findings, including any legislative or regulatory recommendations, with the clerks of the house |
---|
44 | 44 | | 16of representatives and the senate, the joint committee on health care financing and the joint |
---|
45 | 45 | | 17committee on public health. |
