An Act relative to the organization of EOHHS.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority 
of the same, as follows:
1 SECTION 1. (a) There shall be a special commission to study the effectiveness of the 
2executive office of health and human services. The commission shall evaluate the current 
3number of employees in the executive office, the administrative structure of the executive office 
4and the executive office’s effectiveness in fulfilling its legislative mandate. The commission 
5shall consider the feasibility and potential effectiveness of alternative organizational 
6configurations for the executive office, including the possibility of dividing the executive office 
7into smaller subagencies.
8 (b) The commission shall consist of 11 members: the secretary of health and human 
9services, 1 member to be appointed by the speaker of the house of representatives; 1 member to 
10be appointed by the senate president; and 8 to be appointed by the governor, 3 of whom shall 
11have experience with public health administration, 3 of whom shall have experience in private  2 of 2
12healthcare administration and 2 of whom shall have work experience with the administration of 
13social services.
14 SECTION 2. Not later than October 1, 2026, the commission shall file a report of its 
15findings, including any legislative or regulatory recommendations, with the clerks of the house 
16of representatives and the senate, the joint committee on health care financing and the joint 
17committee on public health.
