AN ACT concerning 
 
Anne Arundel County – Local Development Council – Delegate Appointments 
 
FOR the purpose of altering the number of members of the local development council for a 
video lottery facility located in Anne Arundel County; requiring the County 
Executive of Anne Arundel County to appoint a certain number of Delegates who 
represent a certain district or their designees to the local development council; and 
generally relating to the local development councils for video lottery facilities in Anne 
Arundel County. 
 
BY repealing and reenacting, with amendments,

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 
That the Laws of Maryland read as follows:

9–1A–31. 
 
 (c) (1) A local development council shall be established in each geographic 
area where a video lottery facility is located. 
 
 (2) Subject to paragraph (3) of this subsection, a local development council 
shall consist of the following [15] members appointed by the chief executive of the county 
in which the local development council is located, in consultation with the Senators and 
Delegates who represent the communities surrounding the facility and the respective 
county councils, city councils, or county commissioners: 
 
 (i) one Senator who represents the district where the facility is 
located or the Senator’s designee; 
 
 (ii) two Delegates who represent the districts where the 
communities surrounding the facility are located or the Delegates’ designees; 
 
 (iii) one representative of the video lottery operation licensee; 
 
 (iv) seven residents of the communities in immediate proximity to

 (v) four representatives of businesses or institutions located in 
immediate proximity to the facility. 
 
 (3) (i) [If the video lottery facility is at a racetrack location at Laurel 
Park, the County Executive of Anne Arundel County, the County Executive of Prince 
George’s County, and the County Executive of Howard County shall jointly appoint the 
local development council. 
 
 (ii)] If the video lottery facility is at a racetrack location at the Ocean 
Downs Race Course: 
 
 1. the County Commissioners of Worcester County shall 
appoint the local development council; 
 
 2. the Senator or the Senator’s designee shall serve as a 
member of the local development council; and 
 
 3. the Delegates or the Delegates’ designees shall serve as 
members of the local development council. 
 
 (II) IF THE VIDEO LOTTERY FACILITY IS LOCATED IN ANNE 
ARUNDEL COUNTY, THE COUNTY EXECUTIVE SHALL APPOI NT THREE DELEGATES 
WHO REPRES ENT THE DISTRICT WHE RE THE COMMUNITIES S URROUNDING THE 
FACILITY ARE LOCATED OR THE DELEGATES’ DESIGNEES.  
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 
1, 2022.
