2121 FOR the purpose of requiring the State Board of Professional Counselors and Therapists 4
2222 to conduct a study and make recommendations on licensure reciprocity for clinical 5
2323 marriage and family therapists licensed in certain states and jurisdictions; and 6
2424 generally relating to the licensure of clinical marriage and family therapists. 7

2626 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBL Y OF MARYLAND, 8

2929 (a) The State Board of Professional Counselors and Therapists shall study and 10
3030 make recommendations on updating State law granting reciprocity for clinical marriage 11
3131 and family therapists licensed in the District of Columbia and Virginia to practice in the 12
3232 State. 13

3434 (b) In conducting the study and making the recommendations, the Board shall: 14

3636 (1) review the laws and regulations in the State that authorize clinical 15
3737 marriage and family therapists licensed in the District of Columbia and Virginia to practice 16
3838 in the State; 17

4040 (2) determine the feasibility of establishing an agreement between the 18
4141 State, the District of Columbia, and Virginia for granting reciprocity for clinical marriage 19
4242 and family therapists licensed in one of the three jurisdictions to practice in another of the 20
4343 three jurisdictions that will: 21

4545 (i) maintain existing licensing requirements within the State; 22

4949 (ii) authorize clinical marriage and family therapists licensed in the 1
5050 District of Columbia or Virginia to apply for licensure in the State without unnecessary 2

5353 (iii) establish substantively similar requirements for licensure as a 4
5454 clinical marriage and family therapy license in the District of Columbia, Virginia, and the 5

5757 (c) On or before December 1, 2022, the Board shall report its findings and 7
5858 recommendations to the Senate Education, Health, and Environmental Affairs Committee 8
5959 and the House Health and Government Operations Committee, in accordance with § 9
6060 2–1257 of the State Government Article. 10

6262 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 11
