A BILL ENTITLED 
 
AN ACT concerning 1 
 
State Board of Professional Counselors and Therapists – Out–of–State Licensing 2 
Reciprocity – Study 3 
 
FOR the purpose of requiring the State Board of Professional Counselors and Therapists 4 
to conduct a study and make recommendations on licensure reciprocity for clinical 5 
marriage and family therapists licensed in certain states and jurisdictions; and 6 
generally relating to the licensure of clinical marriage and family therapists. 7 
 
 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBL Y OF MARYLAND, 8 
That: 9 
 
 (a) The State Board of Professional Counselors and Therapists shall study and 10 
make recommendations on updating State law granting reciprocity for clinical marriage 11 
and family therapists licensed in the District of Columbia and Virginia to practice in the 12 
State. 13 
 
 (b) In conducting the study and making the recommendations, the Board shall:  14 
 
 (1) review the laws and regulations in the State that authorize clinical 15 
marriage and family therapists licensed in the District of Columbia and Virginia to practice 16 
in the State; 17 
 
 (2) determine the feasibility of establishing an agreement between the 18 
State, the District of Columbia, and Virginia for granting reciprocity for clinical marriage 19 
and family therapists licensed in one of the three jurisdictions to practice in another of the 20 
three jurisdictions that will: 21 
 
 (i) maintain existing licensing requirements within the State; 22

 (ii) authorize clinical marriage and family therapists licensed in the 1 
District of Columbia or Virginia to apply for licensure in the State without unnecessary 2 
barriers; and 3 
 
 (iii) establish substantively similar requirements for licensure as a 4 
clinical marriage and family therapy license in the District of Columbia, Virginia, and the 5 
State. 6 
 
 (c) On or before December 1, 2022, the Board shall report its findings and 7 
recommendations to the Senate Education, Health, and Environmental Affairs Committee 8 
and the House Health and Government Operations Committee, in accordance with § 9 
2–1257 of the State Government Article. 10 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 11 
1, 2022. 12
