AN ACT concerning 
 
Anne Arundel County – Alcoholic Beverages – Board of License Commissioners 
Term Limits and Commercial Bingo License – Term Limits 
 
FOR the purpose of prohibiting a member of the Board of License Commissioners for Anne 
Arundel County from serving more than four consecutive terms; extending the term 
of a certain member of the Board; authorizing the Board to issue a commercial bingo 
license to the owner of a licensed commercial bingo establishment; and generally 
relating to the Board of License Commissioners for alcoholic beverages in Anne 
Arundel County.

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 
That Section(s) 11–1002.1 of Article – Alcoholic Beverages of the Annotated Code of 
Maryland be renumbered to be Section(s) 11–1002.2.

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND 
 SECTION 2. AND BE IT FURTHER ENACTED , That the Laws of Maryland read 
as follows: 
 
Article – Alcoholic Beverages 
 
11–102. 
 
 This title applies only in Anne Arundel County. 
 
11–201. 
 
 There is a Board of License Commissioners for Anne Arundel County. 
 
11–202. 
 
 (c) (1) The term of a member is 2 years. 
 
 (2) A MEMBER MAY NOT SERVE MORE THAN FOUR CONSE CUTIVE 
TERMS. 
 
11–1002.1. 
 
 (A) IN THIS SECTION, “COMMERCIAL BINGO ”: 
 
 (1) MEANS ANY BINGO GAME AUTHORIZED BY LAW IN THE COUNTY 
FOR WHICH ANY TYPE O F CONSIDERATION IS P AID OR COLLECTED IN ORDER TO 
PLAY THE GAME ; AND 
 
 (2) DOES NOT INCLUDE BIN GO CONDUCTED BY CHAR ITABLE OR 
NONPROFIT ORGANIZATI ONS IN ACCORDANCE WI TH TITLE 13, SUBTITLE 4 OF THE 
CRIMINAL LAW ARTICLE. 
 
 (B) THERE IS A COMMERCIAL BINGO LICENSE. 
 
 (C) THE BOARD MAY ISSUE THE L ICENSE TO THE OWNER OF A LICENSED 
COMMERCIAL BINGO EST ABLISHMENT . 
 
 (D) THE LICENSE AUTHORIZE S THE LICENSE HOLDER TO SELL BEER, WINE, 
AND LIQUOR FROM ANY LOCATION IN THE COMM ERCIAL BINGO ESTABLISHMENT 
FOR ON–PREMISES CONSUMPTION ANYWHERE IN THE ESTA BLISHMENT. 
 
 (E) BEER, WINE, AND LIQUOR PURCHASED UNDER THE LICENSE MA Y BE 
CARRIED AND CONSUMED ANYWHERE IN THE COMM ERCIAL BINGO ESTABLI SHMENT.   LAWRENCE J. HOGAN, JR., Governor Ch. 193

 (F) (1) THE LICENSE HOLDER MA Y SELL ALCOHOLIC B EVERAGES 
MONDAY THROUGH SUNDAY DURING NORMAL BUSINESS HOURS , BUT NOT LATER 
THAN 2 A.M. 
 
 (2) THE LICENSE HOLDER NE ED NOT OBTAIN A SUNDAY LICENSE 
UNDER § 11–2004 OF THIS TITLE TO SEL L ALCOHOLIC BEVERAGE S ON SUNDAY. 
 
 (G) THE ANNUAL LICENSE FE E IS $2,500.  
 
 SECTION 2. 3. AND BE IT FURTHER ENACTED, That notwithstanding § 
11–202(c)(1) of the Alcoholic Beverages Article, as enacted by Section 1 2 of this Act, the 
term of the member of the Board of License Commissioners for Anne Arundel County who 
was initially appointed by the Governor to the Board in 2021 shall expire on April 30, 2024. 
 
 SECTION 3. 4. AND BE IT FURTHER ENACTED, That this Act shall take effect 
July 1, 2022 is an emergency measure, is necessary for the immediate preservation of the 
public health or safety, has been passed by a yea and nay vote supported by three–fifths of 
all the members elected to each of the two Houses of the General Assembly, and shall take 
effect from the date it is enacted.
