2020 FOR the purpose of establishing the Task Force on Traffic Patterns and Infrastructure on 3

2323 Road; and generally relating to a Task Force on Traffic Patterns and Infrastructure 6

2626 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 8

2929 (a) There is a Task Force on Traffic Patterns and Infrastructure on MD Route 45 10

3232 (b) The Task Force consists of the following members: 12

3434 (1) one representative of the Towson Chamber of Commerce, appointed by 13
3535 the President of the Towson Chamber of Commerce; 14

3737 (2) one representative of the State Highway Administration, appointed by 15
3838 the Administrator of the State Highway Administration; and 16

4040 (3) the following members, appointed by the County Executive of Baltimore 17

5454 (c) The Administrator of the State Highway Administration shall designate the 3

6161 (1) may not receive compensation as a member of the Task Force; but 7

6363 (2) is entitled to reimbursement for expenses under the Standard State 8
6464 Travel Regulations, as provided in the State budget. 9

6666 (f) The Task Force shall study and make recommendations on: 10

6868 (1) the traffic patterns and infrastructure on MD Route 45 (York Road), 11
6969 from the intersection of York Road and Fairmount Avenue to the intersection of York Road 12
7070 and Stevenson Lane, including all streets intersecting this section of York Road; 13

7272 (2) the effects and advisability of restricting or removing street parking 14
7373 along the section of York Road specified under item (1) of this subsection; 15

7575 (3) the feasibility and advisability of creating a bike lane and expanding 16
7676 sidewalk width for increased walkability along the section of York Road specified under 17
7777 item (1) of this subsection; and 18

7979 (4) the effectiveness of current signage in encouraging motorists to utilize 19
8080 the MD Route 45 Bypass (Bosley Avenue) and potential ways of increasi ng sign 20

8383 (g) On or before December 31, 2023, the Task Force shall report its findings and 22
8484 recommendations to the Senate Education, Health, and Environmental Affairs Committee 23
8585 and the House Environment and Transportation Committee in accordance with § 2–1257 24
8686 of the State Government Article. 25

8888 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect June 26
8989 1, 2022. It shall remain effective for a period of 1 year and 1 month and, at the end of June 27
9090 30, 2023, this Act, with no further action required by the General Assembly, shall be 28
9191 abrogated and of no further force and effect. 29
