A BILL ENTITLED 
 
AN ACT concerning 1 
 
Task Force on Traffic Patterns and Infrastructure on MD Route 45 (York Road) 2 
 
FOR the purpose of establishing the Task Force on Traffic Patterns and Infrastructure on 3 
MD Route 45 (York Road) to study and make recommendations on traffic patterns, 4 
infrastructure, street parking, bicycle lanes, sidewalk width, and signage on York 5 
Road; and generally relating to a Task Force on Traffic Patterns and Infrastructure 6 
on MD Route 45. 7 
 
 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 8 
That: 9 
 
 (a) There is a Task Force on Traffic Patterns and Infrastructure on MD Route 45 10 
(York Road). 11 
 
 (b) The Task Force consists of the following members: 12 
 
 (1) one representative of the Towson Chamber of Commerce, appointed by 13 
the President of the Towson Chamber of Commerce; 14 
 
 (2) one representative of the State Highway Administration, appointed by 15 
the Administrator of the State Highway Administration; and 16 
 
 (3) the following members, appointed by the County Executive of Baltimore 17 
County: 18 
 
 (i) one representative of Baltimore County’s Bureau of Highways; 19 
 
 (ii) one representative of the Baltimore County Revenue Authority; 20 
 
 (iii) one representative of the Baltimore County Government; and 21

 (iv) one representative who works on implementing Main Street 1 
Maryland in Towson. 2 
 
 (c) The Administrator of the State Highway Administration shall designate the 3 
chair of the Task Force. 4 
 
 (d) The State Highway Administration shall provide staff for the Task Force. 5 
 
 (e) A member of the Task Force: 6 
 
 (1) may not receive compensation as a member of the Task Force; but 7 
 
 (2) is entitled to reimbursement for expenses under the Standard State 8 
Travel Regulations, as provided in the State budget. 9 
 
 (f) The Task Force shall study and make recommendations on: 10 
 
 (1) the traffic patterns and infrastructure on MD Route 45 (York Road), 11 
from the intersection of York Road and Fairmount Avenue to the intersection of York Road 12 
and Stevenson Lane, including all streets intersecting this section of York Road; 13 
 
 (2) the effects and advisability of restricting or removing street parking 14 
along the section of York Road specified under item (1) of this subsection; 15 
 
 (3) the feasibility and advisability of creating a bike lane and expanding 16 
sidewalk width for increased walkability along the section of York Road specified under 17 
item (1) of this subsection; and 18 
 
 (4) the effectiveness of current signage in encouraging motorists to utilize 19 
the MD Route 45 Bypass (Bosley Avenue) and potential ways of increasi ng sign 20 
effectiveness. 21 
 
 (g) On or before December 31, 2023, the Task Force shall report its findings and 22 
recommendations to the Senate Education, Health, and Environmental Affairs Committee 23 
and the House Environment and Transportation Committee in accordance with § 2–1257 24 
of the State Government Article. 25 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect June 26 
1, 2022. It shall remain effective for a period of 1 year and 1 month and, at the end of June 27 
30, 2023, this Act, with no further action required by the General Assembly, shall be 28 
abrogated and of no further force and effect. 29
