AN ACT concerning 1 
 
Morgan State University – Carnegie Classification – Doctoral University With 2 
Very High Research Activity 3 
 
FOR the purpose of establishing a goal for Morgan State University to achieve a certain 4 
research status by sustaining certain annual research expenditures and 5 
emphasizing research on certain issues; and generally relating to the research status 6 
of Morgan State University.  7 
 
BY repealing and reenacting, with amendments, 8 
 Article – Education 9 
Section 11–105(b)(5)(iii), 14–101(b), and 14–104(n)(1) 10 
 Annotated Code of Maryland 11 
 (2018 Replacement Volume and 2021 Supplement) 12 
 
 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 13 
That the Laws of Maryland read as follows: 14 
 
Article – Education 15

 (b) (5) (iii) With respect to Morgan State University, the Commission shall 17 
direct the Board of Regents of Morgan State University to develop and implement a plan 18 
for [the enhancement]:  19 
  2 	SENATE BILL 841  
 
 
 1. THE ENHANCEMENT of that institution; and 1 
[designation] 2 
 
 2. THE DESIGNAT ION OF THAT INSTITUT ION as [the]:  3 
 
 A. THE State’s preeminent public urban research university 4 
with the appropriate programs, faculty, and facilities; AND 5 
 
 B. A DOCTORAL UNIVERSITY WITH VERY HIGH 6 
RESEARCH ACTIVITY AS IDENTIFIED BY THE CARNEGIE CLASSIFICATION OF 7 
INSTITUTIONS OF HIGHER EDUCATION. 8

 (b) Morgan State University: 10 
 
 (1) Has the responsibility, with other educational institutions, for 11 
providing higher education research and graduate study in the Baltimore area; 12 
 
 (2) Is designated as the State’s preeminent public urban research 13 
university with a mission of instruction, research, and service; 14 
 
 (3) Offers baccalaureate and graduate degrees in the arts and sciences; 15 
 
 (4) Emphasizes an education addressing urban concerns; 16 
 
 (5) Offers the professional and graduate programs approved by its Board 17 
of Regents and the Maryland Higher Education Commission; 18 
 
 (6) Shall be dedicated to [the]:  19 
 
 (I) THE development and delivery of comprehensive and 20 
high–quality academic programs and services to its university community and the citizens 21 
of Maryland, particularly the citizens of the Baltimore region AND OTHER URBAN 22 
COMMUNITIES IN THE STATE; 23 
 
 (II) SUSTAINED ANNUAL RESE ARCH EXPENDITURES OF 24 
BETWEEN $50,000,000 AND $75,000,000; AND 25 
 
 (III) THE EMPHASIS OF RESEA RCH TO ADDRESS ISSUE S THAT 26 
DISPROPORTIONATELY I MPACT COMMUNITIES OF COLOR, INCLUDING: 27 
 
 1. HEALTH DISPARITIES ; AND 28 
   	SENATE BILL 841 	3 
 
 
 2. SUSTAINED MULTIGENERA TIONAL ECONOMIC 1 
DISPARITIES; and 2 
 
 (7) Shall serve a diverse citizenry in an innovative and collaborative 3 
manner, all the while exercising its responsibilities with uncompromising integrity through 4 
strong, but compassionate, leadership. 5

 (n) (1) The President shall develop an overall plan that is consistent with the 7 
statewide plan for higher education and the Charter that: 8 
 
 (i) Sets forth both long–range and short–range goals, objectives, and 9 
priorities for postsecondary education, research, and service provided by the University; 10 
 
 (ii) Subject to § 11–105 of this article, identifies the role, function, 11 
and mission of the University; 12 
 
 (iii) Provides for the enhancement of the University as [the]:  13 
 
 1. THE State’s preeminent public urban research university; 14 
AND 15 
 
 2. A DOCTORA L UNIVERSITY WITH VE RY HIGH 16 
RESEARCH ACTIVITY AS IDENTIFIED BY THE CARNEGIE CLASSIFICATION OF 17 
INSTITUTIONS OF HIGHER EDUCATION; 18 
 
 (iv) Encourages and supports high quality undergraduate and 19 
graduate programs on its campuses; and 20 
 
 (v) Stimulates outreach to the community and State through close 21 
relationships with public elementary and secondary schools, business and industry, and 22 
governmental agencies. 23 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 24 
October 1, 2022.  25
