AN ACT concerning 1 
 
Education – County Boards of Education – Health Educator Position School 2 
Personnel – Training 3 
 
FOR the purpose of requiring each county board of education to create a health educator 4 
position to oversee the implementation of certain health education instruction and 5 
to gather certain data; altering the training requirements for certain school 6 
personnel to include training to recognize students experiencing teen dating 7 
violence; and generally relating to health education and county boards of education. 8 
 
BY adding to repealing and reenacting, with amendments, 9

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 19 
That the Laws of Maryland read as follows: 20 
 
Article – Education 21  2 	SENATE BILL 852  
 
 
 
6–122. 1 
 
 (a) Except as provided in § 6–704.1 of this title and beginning on or before July 1, 2 
2018, the State Board shall require all certificated school personnel who have direct contact 3 
with students on a regular basis to complete training on or before December 1 each year, 4 
by a method determined by each county board, in the skills required to: 5 
 
 (1) Understand and respond to youth suicide risk; 6 
 
 (2) Identify professional resources to help students in crisis; 7 
 
 (3) Recognize student behavioral health issues; 8 
 
 (4) Recognize students experiencing trauma or violence out of school, 9 
INCLUDING TEEN DATIN G VIOLENCE, and refer students to behavioral health services; 10 
and 11 
 
 (5) If the school is a community school, support any students needing the 12 
services at a community school. 13 
 
 (b) The training required under subsection (a) of this section shall be: 14 
 
 (1) Provided to certificated school personnel during an in–service program; 15 
or 16 
 
 (2) A professional development requirement that may be met during time 17 
designated for professional development. 18 
 
 (c) The State Board shall adopt regulations to implement this section.  19

 (A) EACH COUNTY BOARD SHA LL CREATE A HEALTH E DUCATOR POSITION 21 
TO: 22 
 
 (1) OVERSEE THE IMPLEMENT ATION OF AGE–APPROPRIATE HEALTH 23 
EDUCATION INSTRUCTIO N IN PUBLIC SCHOOLS IN THE COUNTY; AND 24 
 
 (2) GATHER DETAILED DATA REGARDING THE OPERAT ION AND 25 
EFFECTIVENESS OF HEA LTH EDUCATION INSTRU CTION IN PUBLIC SCHO OLS IN THE 26 
COUNTY. 27 
 
 (B) THE HEALTH EDUCATOR P OSITION SHALL BE FUN DED USING THE 28 
FUNDS PROVIDED UNDER TITLE 5, SUBTITLE 2 OF THIS ARTICLE. 29

 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shal l take effect July 1
