111- (a) Section 1 of this Act shall take effect contingent on the adoption of regulations

128-Act, this Act is an emergency measure, is necessary for the immediate preservation of the
129-public health or safety, has been passed by a yea and nay vote supported by three–fifths of
130-all the members elected to each of the two Houses of the General Assembly, and shall take
131-effect from the date it is enacted.
