43	36		SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 16

	43	+	(b) The county board consists of: 20

	45	+	(1) Six elected members; 21

	56	+	(c) (1) (i) A member from a councilmanic district shall be a resident of that 4
	57	+	district. 5

	59	+	(ii) A member from a councilmanic district who no longer resides in 6
	60	+	that district may not continue as a member of the county board. 7

	62	+	(2) A member of the county board shall be a registered voter of the county 8
	63	+	for at least 3 years prior to the date of the beginning of the term of office of the member. 9

	65	+	(d) (1) Of the nine voting members of the county board elected or appointed 10
	66	+	under this subsection: 11

	68	+	(i) One member shall be elected from each of the six councilmanic 12
	69	+	districts only by the voters of that councilmanic district; and 13
	70	+
	71	+	(ii) Three members shall be appointed by the [Governor] COUNTY 14
	72	+	EXECUTIVE, SUBJECT TO THE ADVIC E AND CONSENT OF THE COUNTY COUNCIL, BY 15
	73	+	A VOTE OF AT LEAST F IVE MEMBERS OF THE COUNTY COUNCIL. 16

	75	+	(2) The elected members shall be elected at a general election as required 17
	76	+	by subsection (e) of this section. 18

	78	+	(3) (I) The appointed members shall be appointed, when appropriate, 19
	79	+	within 90 days of the general election. 20

	82	+	COUNTY EXECUTIVE SHALL ENSUR E, TO THE EXTENT PRACTI CABLE, THAT THE 22
	83	+	TOTAL MAKEUP OF THE COUNTY BOARD REFLECT S THE GENDER , ETHNIC, AND 23
	84	+	RACIAL DIVERSITY OF THE COUNTY. 24

	86	+	(e) (1) An elected member serves for a term of 4 years beginning on the first 25
	87	+	Monday in December after the election of the member and until a successor is elected and 26
	88	+	qualifies. 27
