182	182	(1) The Board of Public Works may borrow money and incur indebtedness on 26
183	183	behalf of the State of Maryland through a State loan to be known as the Maryland 27
184	184	Consolidated Capital Bond Loan of 2023 in the total principal amount of $1,206,639,000. 28
185	185	This loan shall be evidenced by the issuance, sale, and delivery of State general obligation 29
186	186	bonds authorized by a resolution of the Board of Public Works and issued, sold, and 30
187	187	delivered in accordance with §§ 8–117 through 8–124 and 8–131.2 of the State Finance and 31

190	190	(2) The bonds to evidence this loan or installments of this loan may be sold as a 33
191	191	single issue of bonds under § 8–122 of the State Finance and Procurement Article. 34

4217	4217	institution shall provide satisfactory evidence to the Board of Public Works that the work 14

4221	4221	Department of Budget and Management, any appropriation under the provisions of this 17
4222	4222	Act that is in excess of the amount needed for a project may be credited to the Construction 18
4223	4223	Contingency Fund under § 3–609 of the State Finance and Procurement Article. 19
4224	4224	Notwithstanding the fund balance restriction set forth in § 3–609(c) of the State Finance 20
4225	4225	and Procurement Article, any funds credited to the Fund may cause the total balance in 21
4226	4226	the Fund to exceed 1.25% of the capital debt affordability limit as determined under Title 22

4229	4229	SECTION 8. AND BE IT FURTHER ENACTED, That, if federal funds are available 24
4230	4230	to help accomplish any project identified in this Act, the State agency or institution 25
4231	4231	responsible for the project shall make efforts through proper administrative procedures to 26
4232	4232	obtain these federal funds. Before spending any funds appropriated by this Act, the agency 27
4233	4233	or institution shall certify its efforts to the Board of Public Works and state the reason for 28
4234	4234	any failure to obtain federal funds. If federal funds are obtained, they shall be used to defray 29
4235	4235	the costs of the project described in this Act and not to expand its scope. 30

4239	4239	(1) for any appropriation for the planning of a State–owned project provided in 32
