563+ (c) The Department of Natural Resources shall consult with local governments 25
564+regarding the feasibility of a rotational closure hunting strategy under subsection (b)(3) of 26

567+ SECTION 3. AND BE IT FURTHER ENACTED, That if the State Wildlife 28
568+Management and Protection Fund or the Department of Natural Resources receives an 29
569+increase in federal funds due to the increased fees under § 10–301 of the Natural Resources 30
570+Article, as enacted under Section 1 of this Act: 31 SENATE BILL 327 13

574+ (1) any portion of the increase may be transferred to the Heritage 1
575+Conservation Fund for the acquisition of conservation easements or fee simple or other 2
576+interests in lands that can be used by the general public for hunting; and 3

578+ (2) a portion of the increase shall be used for: 4

580+ (i) the creation of eight Position Identification Numbers for the 5
581+Department of Natural Resources to hire staff for the Wildlife Conservation, Education, 6
582+and Outreach Program established under Section 1 of this Act; and 7

584+ (ii) the creation and funding of a farmer cost–share program to 8
585+provide funding for farmers to plant forage crops on private agricultural land to: 9
586+
587+ 1. reduce the loss of commercial crops due to wildlife 10
588+foraging; and 11

590+ 2. increase forage habitat for wildlife. 12

592+ SECTION 4. AND BE IT FURTHER ENACTED, That this Act shall take effect July 13
