17-approval on or before a certain date; authorizing a municipal corporation, county, or
18-community organization to submit neighborhoods to gas companies for consideration
19-as part of a pilot system; establishing requirements and authorizations for the
20-development and implementation of a proposal and thermal energy network system;
21-requiring authorizing the Commission to approve, approve with modifications, or
