BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 19 That the Laws of Maryland read as follows: 20 Article – Education 21 7–452. 22 (A) (1) IN THIS SECTION THE F OLLOWING WORDS HAVE THE MEANINGS 23 2 HOUSE BILL 472 INDICATED. 1 (2) “PROGRAM” MEANS THE SCHOOL MAPPING DATA PROGRAM. 2 (3) “SCHOOL MAPPING DATA ” MEANS DATA IN AN ELE CTRONIC OR 3 DIGITAL FORMAT TO AS SIST FIRST RESPONDER S IN RESPONDING TO EMERGENCIES 4 AT A SCHOOL. 5 (B) THERE IS A SCHOOL MAPPING DATA PROGRAM IN THE DEPARTMENT . 6 (C) THE PURPOSE OF THE PROGRAM IS TO PROVIDE FUNDS TO COUNTY 7 BOARDS TO PRODUCE SC HOOL MAPPING DATA FO R EACH PUBLIC SCHOOL IN THE 8 COUNTY, INCLUDING PUBLIC CHA RTER SCHOOLS. 9 (D) (1) EACH COUNTY BOARD , IN CONSULTATION WITH THE LOCAL LAW 10 ENFORCEMENT AGENCY , MAY APPLY TO THE DEPARTMENT FOR FUNDS TO PRODUCE 11 SCHOOL MAPPING DATA . 12 (2) SCHOOL MAPPING DATA P RODUCED WITH FUNDING FROM THE 13 PROGRAM SHALL : 14 (I) BE COMPATIBL E WITH SOFTWARE PLAT FORMS USED BY 15 THE SCHOOL AND LOCAL , STATE, AND FEDERAL PUBLIC S AFETY AGENCIES THAT 16 PROVIDE EMERGENCY SE RVICES TO THE SCHOOL WITHOUT REQUIRING TH E 17 PURCHASE OF ADDITION AL SOFTWARE OR CHARG ING A FEE TO VIEW OR ACCESS THE 18 DATA; 19 (II) BE IN A PRINTABLE FORMA T AND, IF REQUESTED , BE IN A 20 DIGITAL FILE FORMAT THAT CAN BE INTEGRAT ED INTO INTERACTIVE MOBILE 21 PLATFORMS ; 22 (III) BE VERIFIED FOR ACCUR ACY BY A WALK–THROUGH OF THE 23 SCHOOL BUILDINGS AND GROUNDS; 24 (IV) BE ORIENTED TRUE NORT H; 25 (V) BE OVERLAID ON CURREN T AERIAL IMAGERY ; 26 (VI) CONTAIN SITE–SPECIFIC LABELING TH AT MATCHES THE 27 STRUCTURE OF SCHOOL BUILDINGS, INCLUDING: 28 1. ROOM LABELS; 29 HOUSE BILL 472 3 2. HALLWAY NAMES ; 1 3. EXTERNAL DOOR OR STAI RWELL NUMBERS ; AND 2 4. LOCATIONS OF: 3 A. HAZARDS; 4 B. CRITICAL UTILITY LOCA TIONS; 5 C. KEY BOXES; AND 6 D. AUTOMATED EXTERNAL DE FIBRILLATORS AND 7 TRAUMA KITS; 8 (VII) CONTAIN SITE–SPECIFIC LABELING TH AT MATCHES THE 9 SCHOOL GROUNDS , INCLUDING: 10 1. PARKING AREAS ; 11 2. ATHLETIC FIELDS; 12 3. SURROUNDING ROADS ; AND 13 4. NEIGHBORING PROPERTIE S; AND 14 (VIII) BE OVERLAID WITH GRID DED X AND Y COORDINA TES. 15 7–1512. 16 (a) There is a Safe Schools Fund. 17 (b) The purpose of the Fund is to provide grants to local school systems to enhance 18 school safety. 19 (c) The Subcabinet shall administer the Fund. 20 (d) (1) The Fund is a special, nonlapsing fund that is not subject to § 7–302 of 21 the State Finance and Procurement Article. 22 (2) The Treasurer shall hold the Fund separately and the Comptroller shall 23 account for the Fund in conjunction with the Executive Director of the Center. 24 (e) The Fund consists of: 25 4 HOUSE BILL 472 (1) Money credited to the Fund under § 17–106(e) of the Transportation 1 Article; 2 (2) Money appropriated in the State budget to the Fund; 3 (3) Money appropriated to the Fund under § 7–1508 of this subtitle; 4 (4) Money from any other source accepted for the benefit of the Fund; and 5 (5) Any interest earnings of the Fund. 6 (f) Except as provided in [subsection (g)] SUBSECTIONS (G) AND (H) of this 7 section, the Fund may be used only to provide grants to local school systems to enhance 8 school safety, including: 9 (1) Conducting training for students and school personnel on de–escalation 10 of situations and identifying and reporting behaviors of concern; 11 (2) Conducting training of assessment teams; 12 (3) Conducting school safety evaluations; 13 (4) Establishing formal and anonymous mechanisms for reporting safety 14 concerns; 15 (5) Reimbursing local law enforcement agencies for school resource officer 16 training provided by the Center; 17 (6) Enrolling school security employees in training provided by the Center; 18 (7) Developing plans to deliver school–based behavioral health and other 19 wraparound services to students who exhibit behaviors of concern, including establishing 20 systems to maximize external funding for services; 21 (8) Outreach to the broader school community to improve school safety, 22 including to heighten awareness of existing mental health services and other services; 23 (9) Providing information to students and parents on traveling safely to 24 and from school, including data related to bus and pedestrian safety, strategies for ensuring 25 personal safety, efforts of the local school system to improve safety, and information on 26 available options for reporting incidents and concerns; and 27 (10) Assisting local school systems to improve and monitor traffic control 28 measures in the immediate vicinity of schools to reduce the potential for pedestrian and 29 vehicle accidents. 30 (g) Beginning in fiscal year 2020 and each fiscal year thereafter, at least 31 HOUSE BILL 472 5 $10,000,000 of the money in the Fund shall be used to provide grants to local school systems 1 and local law enforcement agencies as provided under § 7–1508 of this subtitle. 2 (H) THE SUBCABINET MAY USE TH E FUND TO PROVIDE FUNDI NG TO THE 3 DEPARTMENT TO IMPLEME NT § 7–452 OF THIS TITLE. 4 [(h)] (I) (1) The Subcabinet may make grants to local school systems and 5 local law enforcement agencies from the Fund. 6 (2) The Subcabinet shall establish procedures for local school systems and 7 local law enforcement agencies to apply for grants from the Fund. 8 [(i)] (J) (1) The State Treasurer shall invest the money of the Fund in the 9 same manner as other State money may be invested. 10 (2) Any interest earnings of the Fund shall be credited to the Fund. 11 [(j)] (K) Expenditures from the Fund may only be made: 12 (1) In accordance with the State budget; or 13 (2) By the budget amendment procedure as provided in § 7–209 of the State 14 Finance and Procurement Article, if at least 45 days have passed since the budget 15 amendment and supporting information were submitted to the budget committees for their 16 review and comment. 17 [(k)] (L) Money expended from the Fund by local school systems to enhance 18 school safety is supplemental to and is not intended to take the place of funding that 19 otherwise would be appropriated to local school systems. 20 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effec t July 21 1, 2024. 22
