AN ACT concerning 1 
 
Citizens Committee for the Enhancement of Communities Surrounding 2 
Baltimore–Washington International Thurgood Marshall Airport – Membership 3 
 
FOR the purpose of altering the membership of the Citizens Committee for the 4 
Enhancement of Communities Surrounding Baltimore–Washington International 5 
Thurgood Marshall Airport; and generally relating to the Citizens Committee for the 6 
Enhancement of Communities Surrounding B altimore–Washington International 7 
Thurgood Marshall Airport. 8 
 
BY repealing and reenacting, without amendments, 9

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 19 
That the Laws of Maryland read as follows: 20 
 
Article – Transportation 21

 (a) There is a Citizens Committee for the Enhancement of Communities 23 
Surrounding Baltimore–Washington International Thurgood Marshall Airport. 24

 (b) (1) The Citizens Committee consists of [11] 12 members who are appointed 1 
by the Secretary after recommendation by the members of the legislative delegation from 2 
legislative districts [12] 12A, 12B, 13, and 32 as follows: 3 
 
 (i) Two members of the Citizens Committee shall be recommended 4 
by each of the delegates representing district 32; 5 
 
 (ii) One member of the Citizens Committee shall be recommended 6 
by the delegates representing district [12] 12A; 7 
 
 (III) ONE MEMBER OF THE CITIZENS COMMITTEE SHALL BE 8 
RECOMMENDED BY THE D ELEGATE REPRESENTING DISTRICT 12B; 9 
 
 [(iii)] (IV) One member of the Citizens Committee shall be 10 
recommended by the delegates representing district 13; and 11 
 
 [(iv)] (V) Three members of the Citizens Committee shall be 12 
recommended by the senator representing district 32. 13 
 
 (2) The members shall be representatives of community associations that 14 
are either wholly or partially situated: 15 
 
 (i) In the certified noise zone that was adopted under § 5–806 of this 16 
title and effective March 23, 1998, for Baltimore–Washington International Thurgood 17 
Marshall Airport; or 18 
 
 (ii) In a border extending 2 miles outside of the certified noise zone. 19 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 20 
October 1, 2024. 21
