40- (b) (1) The Citizens Committee consists of [11] 12 members who are appointed
41-by the Secretary after recommendation by the members of the legislative delegation from
42-legislative districts [12] 12A, 12B, 13, and 32 as follows:

62-are either wholly or partially situated:

64- (i) In the certified noise zone that was adopted under § 5–806 of this
65-title and effective March 23, 1998, for Baltimore–Washington International Thurgood
66-Marshall Airport; or

68- (ii) In a border extending 2 miles outside of the certified noise zone.

70- SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
71-October 1, 2024.
