AN ACT concerning 1 
 
Security Systems Technicians – Applicants – Authority to Practice 2 
 
FOR the purpose of providing that an applicant for registration to provide security systems 3 
services may provide security systems services and have access to certain 4 
information under certain circumstances; and generally relating to the provision of 5 
security systems services. 6 
 
BY repealing and reenacting, with amendments, 7 
 Article – Business Occupations and Professions 8 
Section 18–3A–01 9 
 Annotated Code of Maryland 10 
 (2018 Replacement Volume and 2023 Supplement) 11 
 
 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 12 
That the Laws of Maryland read as follows: 13 
 
Article – Business Occupations and Professions 14 
 
18–3A–01. 15 
 
 Except as otherwise provided in this title: 16 
 
 (1) an individual may not personally provide security systems services 17 
unless:  18 
  2 	HOUSE BILL 679  
 
 
 (I) the individual is registered as a security systems technician; OR 1 
 
 (II) 1. THE INDIVIDUAL HAS SUBMITTED AN APPLICATION 2 
FOR REGISTRATION UNDER § 18–3A–03 OF THIS SUBTITLE AND RECEIVED AN 3 
APPLICATION NUMBER THAT CONFIRMS RECEIPT; AND  4 
 
 2. THE INDIVIDUAL’S APPLICATION HAS NOT BEEN 5 
REJECTED; 6 
 
 (2) a person licensed under this title may not employ or contract with an 7 
individual with access to circumventional information unless: 8 
 
 (I)  the individual is registered as required under this subtitle; OR 9 
 
 (II) 1. THE INDIVIDUAL HAS SUBMITTED AN APPLICATION 10 
FOR REGISTRATION UND ER § 18–3A–03 OF THIS SUBTITLE AND RECEIVED AN 11 
APPLICATION NUMBER THAT CONFIRMS RECEIPT; AND  12 
 
 2. THE INDIVIDUAL’S APPLICATION HAS NOT BEEN 13 
REJECTED; 14 
 
 (3) neither a licensee nor a registrant may provide access to 15 
circumventional information to an individual who [is not registered under this subtitle] 16 
DOES NOT SATISFY THE REQUIREMENTS UNDER I TEM (2)(I) OR (II) OF THIS SECTION; 17 
and 18 
 
 (4) an employee of a person licensed under this title may not obtain access 19 
to circumventional information unless: 20 
 
 (I)  the employee is registered as an individual with access to 21 
circumventional information; OR 22 
 
 (II) 1. THE EMPLOYEE HAS SUBMITTED AN APP LICATION 23 
FOR REGISTRATION UND ER § 18–3A–03 OF THIS SUBTITLE AND RECEIVED AN 24 
APPLICATION NUMBER THAT CONFIRMS RECEIPT; AND  25 
 
 2. THE EMPLOYEE’S APPLICATION HAS NOT BEEN 26 
REJECTED. 27 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 28 
October 1, 2024. 29
