[Brackets] indicate matter deleted from existing law. *sb1152* SENATE BILL 1152 F3 4lr3511 CF HB 1016 By: Frederick County Senators Introduced and read first time: February 11, 2024 Assigned to: Rules A BILL ENTITLED AN ACT concerning 1 Frederick County – School Construction Master Plan Workgroup 2 FOR the purpose of establishing the Frederick County School Construction Master Plan 3 Workgroup; and generally relating to the Frederick County School Construction 4 Master Plan Workgroup. 5 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 6 That: 7 (a) There is a Frederick County School Construction Master Plan Workgroup. 8 (b) The Workgroup consists of the following members: 9 (1) two members of the Senate of Maryland, appointed by the President of 10 the Senate, based on the recommendation of the chair of the Frederick County Delegation; 11 (2) two members of the House of Delegates, appointed by the Speaker of 12 the House, based on the recommendation of the chair of the Frederick County Delegation; 13 (3) the County Executive of Frederick County, or the County Executive’s 14 designee; 15 (4) two members of the Frederick County Council, appointed by the 16 President of the County Council; 17 (5) two members of the Frederick County Board of Education, appointed by 18 the President of the County Board of Education; and 19 (6) one member of the Interagency Commission on School Construction. 20 (c) The members of the Workgroup shall elect the chair of the Workgroup. 21 2 SENATE BILL 1152 (d) The Frederick County Board of Education shall provide staff for the 1 Workgroup. 2 (e) A member of the Workgroup: 3 (1) may not receive compensation as a member of the Workgroup; but 4 (2) is entitled to reimbursement for expenses under the Standard State 5 Travel Regulations, as provided in the State budget. 6 (f) Based on its review of the 2023 update to the Educational Facilities Master 7 Plan, the Workgroup shall: 8 (1) comprehensively evaluate all school facility needs in the Frederick 9 County Public Schools portfolio; 10 (2) explore and evaluate solutions to balance the fiscal demands of the 11 educational needs of Frederick County school construction priorities; and 12 (3) consider cost saving or cost sharing opportunities for Frederick County 13 to fund and afford: 14 (i) new school projects; 15 (ii) maintain existing buildings; or 16 (iii) renovations to aging schools to better meet educational needs. 17 (g) On or before December 31, 2024, the Workgroup shall report its findings and 18 recommendations to the County Executive of Frederick County, the Frederick County 19 Council, the Frederick County Board of Education, the Interagency Commission on School 20 Construction, and, in accordance with § 2–1257 of the State Government Article, the 21 Frederick County House and Senate Delegations. 22 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect June 23 1, 2024. It shall remain effective for a period of 1 year and 1 month and, at the end of June 24 30, 2025, this Act, with no further action required by the General Assembly, shall be 25 abrogated and of no further force and effect. 26
