2121 FOR the purpose of requiring the Maryland Department of Labor to establish a workgroup 4
2222 to study and make recommendations relating to maximum height restrictions for 5

2727 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 9

3030 (a) The Maryland Department of Labor shall establish a workgroup to study the 11
3131 maximum height restriction in each state for apartment buildings with a single–exit 12
3232 stairway. 13

3434 (b) The study shall: 14

3636 (1) analyze the maximum height restrictions in each state for an 15
3737 apartment building with a single–exit stairway; and 16

3939 (2) on or before July 1, 2026, make recommendations to increase the 17
4040 maximum height restriction for an apartment building with a single–exit stairway in the 18

4343 (c) On or before June 1, 2027, the Maryland Department of Labor shall adopt 20
4444 regulations to modify the maximum height restriction for an apartment building with a 21
4545 single–exit stairway in the Maryland Building Performance Standards based on the 22
4646 recommendations of the workgroup. 23

5050 SECTION 2. AND BE IT FURTHER ENACTED, That this Ac t shall take effect July 1
5151 1, 2024. It shall remain effective for a period of 3 years and, at the end of June 30, 2027, 2
5252 this Act, with no further action required by the General Assembly, shall be abrogated and 3
5353 of no further force and effect. 4
