AN ACT concerning 1 
 
Higher Education – Harford Community College Board of Trustees – Alterations 2 
 
FOR the purpose of requiring that a member of the Harford Community College Board of 3 
Trustees be a resident of Harford County for the duration of the member’s term; 4 
altering, beginning on a certain date, the residency requirements of the appointed 5 
members from Harford County councilmanic districts in a certain manner; the 6 
membership of the Harford Community College Board of Trustees; requiring the 7 
Governor to consider certain factors when appointing members to the Board; altering 8 
meeting requirements so that the Harford Community College Board of Trustees and 9 
the Harford County Board of Education are no longer required to attend certain 10 
meetings; and generally relating to the Harford Community College Board of 11 
Trustees. 12

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 1 
That the Laws of Maryland read as follows: 2 
 
Article – Education 3 
 
16–408. 4 
 
 (a) (1) The HARFORD COMMUNITY COLLEGE Board of [Community 5 
College] Trustees [for Harford County] consists of nine members APPOINTED FROM THE 6 
COUNTY AT LARGE . 7 
 
 (2) Subject to paragraph (4) (3) of this subsection, each of the members 8 
shall be: 9 
 
 (i) A resident of Harford County FOR THE DURATION OF THE 10 
MEMBER’S TERM; and 11 
 
 (ii) Appointed by the Governor for terms of 5 years. 12 
 
 (3) Of the nine members: 13 
 
 (i) [Six] BEGINNING JULY 1, 2024, SIX shall be appointed [with 14 
one from each of the six councilmanic districts] ACCORDING TO THE FOL LOWING:  15 
 
 1. THREE MEMBERS RESIDIN G IN COUNCILMANIC 16 
DISTRICTS A, B, OR F; and 17 
 
 2. THREE MEMBER S RESIDING IN COUNCILMANIC 18 
DISTRICTS C, D, OR E; AND 19 
 
 (ii) Three shall be appointed from the county at large. 20 
 
 (4) No member may be a member of the Harford County Board of 21 
Education while serving as a member of the Board. 22 
 
 (b) A member of the Board may not serve for more than two consecutive 5–year 23 
terms. 24 
 
 [(c) At least twice annually, the Board of Community College Trustees, the College 25 
President, the Harford County Board of Education, and the Superintendent of the Harford 26 
County public schools shall meet to discuss issues of mutual concern.] TO THE EXTENT 27 
PRACTICABLE , WHEN APPOINTING MEMB ERS TO THE BOARD, THE GOVERNOR 28 
SHALL TAKE INTO CONS	IDERATION THE GEOGRA PHIC AND ETHNIC 29 
REPRESENTATION OF HARFORD COUNTY SO THAT ALL SE GMENTS OF THE 30 
POPULATION OF T HE COUNTY ARE REPRES ENTED ON THE BOARD. 31   	SENATE BILL 737 	3

 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect June 5
