AN ACT concerning 1 
 
Maryland Higher Education Commission – Higher Education Goals – Revisions 2 
 
FOR the purpose of repealing certain provisions of law establishing certain goals of the 3 
State regarding postsecondary degree attainment; requiring the Maryland Higher 4 
Education Commission to set certain goals for the State for certain higher education 5 
policy areas; and generally relating to the Maryland Higher Education Commission. 6 
 
BY repealing and reenacting, with amendments, 7 
 Article – Education  8

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 12 
That the Laws of Maryland read as follows: 13 
 
Article – Education 14 
 
10–205. 15 
 
 [(a) It is the goal of the State that at least 55% of Maryland’s adults age 25 to 64 16 
will hold at least an associate’s degree by the year 2025. 17

 (b) It is the goal of the State that all degree–seeking students enrolled in a public 1 
community college earn an associate’s degree before leaving the community college or 2 
transferring to a public senior higher education institution.] 3 
 
 [(c)] (A) Institutions of higher education should utilize educational resources to 4 
provide the greatest possible benefit to the citizens of the State and to foster economic 5 
development. 6 
 
 [(d)] (B) In each region of the State, institutions of higher education should 7 
cooperate to ensure an effective and efficient education system. 8 
 
 [(e)] (C) In developing missions and programs, the Maryland Higher Education 9 
Commission and each governing board and its constituent institutions shall consider the 10 
role, mission, and function of other public senior higher education institutions, particularly 11 
those institutions offering unique programs and services in the same geographical region. 12 
 
 (D) THE COMMISSION SHALL SET GOALS FOR THE STATE FOR: 13 
 
 (1) MARYLAND’S ADULTS AGE 25 TO 64 HOLDING A POSTSECOND ARY 14 
DEGREE OR CERTIFICAT E; 15 
 
 (2) MARYLAND STUDENTS COM	PLETING A POSTSECOND ARY 16 
CREDENTIAL OF VALUE EACH YEAR; AND 17 
 
 (3) INSTITUTIONS OF HIGHE R EDUCATION ’S GOALS FOR RESEARCH 18 
AND INNOVATION ALIGN ED WITH MARYLAND’S ECONOMIC DEVELOPME NT AND 19 
WORKFORCE SECTORS ; AND 20 
 
 (4) (3) ANY OTHER POLICY THE COMMISSION DETERMINES IS 21 
NECESSARY TO ENSURE THAT INSTITUTIONS OF HIGHER EDUCATION IN THE STATE 22 
PROVIDE THE GREATEST POSSIBLE BENEFIT TO THE CITIZENS OF THE STATE AND 23 
TO FOSTER ECONOMIC D EVELOPMENT . 24 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 25 
October 1, 2025.  26
