A BILL ENTITLED 
 
AN ACT concerning 1 
 
Maryland Department of Transportation – Electric Vehicle Charging 2 
Infrastructure Expansion – Plans and Programs 3 
 
FOR the purpose of requiring the Maryland Department of Transportation, in consultation 4 
with the Maryland Energy Administration, to make certain estimations and 5 
determinations regarding electric vehicles and electric vehicle charging 6 
infrastructure; requiring the Department, in consultation with the Maryland Energy 7 
Administration, to develop plans and implement programs to increase the electric 8 
vehicle charging infrastructure in the State; and generally relating to electric 9 
vehicles and electric vehicle charging infrastructure. 10

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 16 
That the Laws of Maryland read as follows: 17 
 
Article – Transportation 18

 (A) THE DEPARTMENT , IN CONSULTATION WITH THE MARYLAND ENERGY 20 
ADMINISTRATION , SHALL: 21 
 
 (1) ESTIMATE THE NUMBER OF ELECTR IC VEHICLES IN OPERATION 22 
IN THE STATE NECESSARY TO ACHIEVE THE GOALS OF § 2–1205(C)(2) OF THE 23 
ENVIRONMENT ARTICLE; AND 24  2 	HOUSE BILL 897  
 
 
 
 (2) ESTIMATE THE NUMBER AND DETERMINE THE DENSITY AND 1 
LOCATION OF PUBLIC A ND PRIVATE ELECTRIC VEHICLE CHARGING STA TIONS 2 
NECESSARY TO CONVENI ENTLY SUSTAIN THE NUMBER OF VEHICLES E STIMATED 3 
UNDER ITEM (1) OF THIS SUBSECTION . 4 
 
 (B) THE DEPARTMENT , IN CONSULTATION WITH THE MARYLAND ENERGY 5 
ADMINISTRATION :  6 
 
 (1) SHALL DEVELOP PLANS AND IM PLEMENT PROGRAMS TO 7 
INCREASE THE ELECTRI C VEHICLE CHARGING I NFRASTRUCTURE NECESS ARY TO 8 
ACHIEVE THE GOALS OF § 2–1205(C)(2) OF THE ENVIRONMENT ARTICLE AND 9 
SUPPORT THE NUMBER OF VEHICLES E STIMATED UNDER SUBSE CTION (A)(1) OF 10 
THIS SECTION; AND 11 
 
 (2) MAY ADOPT REGULATIONS TO IMPLEMENT THE PLANS AND 12 
PROGRAMS DEVELOPED U NDER ITEM (1) OF THIS SUBSECTION .  13 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 14 
October 1, 2025. 15
