2020 FOR the purpose of requiring the Department of Planning, in consultation with the 3
2121 Maryland Energy Administration, to conduct a study to identify and evaluate land 4
2222 owned by the Department of Public Safety and Correctional Services for the siting of 5
2323 new solar energy projects; and generally relating to a study on the siting of solar 6
2424 energy projects. 7

2626 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 8

2929 (a) The Department of Planning, in consultation with the Maryland Energy 10
3030 Administration, shall conduct a study to identify and evaluate land owned by the 11
3131 Department of Public Safety and Correctional Services for the siting of new solar energy 12
3232 projects. 13

3434 (b) The study shall include: 14

3636 (1) development of criteria to be used to assess and compare the suitability 15
3737 of sites for new solar projects; and 16

3939 (2) an assessment of the feasibility of using lease agreements for solar 17
4040 energy projects on land owned by the Department of Public Safety and Correctional 18
4141 Services. 19

4343 (c) On or before October 1, 2027, the Department of Planning shall report its 20
4444 findings and recommendations to the Governor and, in accordance with § 2–1257 of the 21
4545 State Government Article, the General Assembly. 22

4747 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 23
4848 October 1, 2025. 24
