A BILL ENTITLED
AN ACT concerning 1
Department of Planning – Study on Solar Energy Project Sites 2
FOR the purpose of requiring the Department of Planning, in consultation with the 3
Maryland Energy Administration, to conduct a study to identify and evaluate land 4
owned by the Department of Public Safety and Correctional Services for the siting of 5
new solar energy projects; and generally relating to a study on the siting of solar 6
energy projects. 7
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 8
That: 9
(a) The Department of Planning, in consultation with the Maryland Energy 10
Administration, shall conduct a study to identify and evaluate land owned by the 11
Department of Public Safety and Correctional Services for the siting of new solar energy 12
projects. 13
(b) The study shall include: 14
(1) development of criteria to be used to assess and compare the suitability 15
of sites for new solar projects; and 16
(2) an assessment of the feasibility of using lease agreements for solar 17
energy projects on land owned by the Department of Public Safety and Correctional 18
Services. 19
(c) On or before October 1, 2027, the Department of Planning shall report its 20
findings and recommendations to the Governor and, in accordance with § 2–1257 of the 21
State Government Article, the General Assembly. 22
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 23
October 1, 2025. 24
