60+ (a) (1) In this section the following words have the meanings indicated. 6

62+ (2) “Automated external defibrillator (AED)” means a medical heart 7
63+monitor and defibrillator device that: 8

65+ (i) Is cleared for market by the federal Food and Drug 9
66+Administration; 10

68+ (ii) Recognizes the presence or absence of ventricular fibrillation or 11
69+rapid ventricular tachycardia; 12
70+
71+ (iii) Determines, without intervention by an operator, whether 13
72+defibrillation should be performed; 14
73+
74+ (iv) On determining that defibrillation should be performed, 15
75+automatically charges; and 16
76+
77+ (v) 1. Requires operator intervention to deliver the electrical 17
78+impulse; or 18
79+
80+ 2. Automatically continues with delivery of electrical 19
81+impulse. 20

83+ (3) “Certificate” means a certificate issued by the EMS Board to a 21
84+registered facility. 22

86+ (4) (i) “Facility” means an agency, an association, a corporation, a firm, 23
87+a partnership, or any other entity. 24

100+means the institution, agency, corporation, or other entity that has been approved by the 2
101+EMS Board to provide oversight of emergency medical services for each of the local 3
102+government and State and federal emergency medical services programs. 4

104+ (6) “Program” means the Public Access Automated External Defibrillator 5

107+ (7) “Regional administrator” means the individual employed by the 7
108+Institute as regional administrator in each EMS region. 8

110+ (8) “Regional council” means an EMS advisory body as created by the Code 9
111+of Maryland Regulations 30.05. 10

113+ (9) “Regional council AED committee” means a committee appointed by the 11
114+regional council consisting of: 12

245+Matters Committee, in accordance with § 2–1257 of the State Government Article, on: 6

247+ (1) the libraries that registered automated external defibrillators in 7
248+accordance with regulations adopted under § 23–102.2 of the Education Article, as enacted 8
249+by Section 1 of this Act; and 9

251+ (2) the number of adverse cardiac events that required the use of an 10
252+automated external defibrillator experienced in the libraries that registered the automated 11
253+external defibrillators. 12
