	53	+	SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 2
	54	+	That the Laws of Maryland read as follows: 3

	60	+	(a) (1) In this section the following words have the meanings indicated. 6
	61	+
	62	+	(2) “Automated external defibrillator (AED)” means a medical heart 7
	63	+	monitor and defibrillator device that: 8
	64	+
	65	+	(i) Is cleared for market by the federal Food and Drug 9
	66	+	Administration; 10
	67	+
	68	+	(ii) Recognizes the presence or absence of ventricular fibrillation or 11
	69	+	rapid ventricular tachycardia; 12
	70	+
	71	+	(iii) Determines, without intervention by an operator, whether 13
	72	+	defibrillation should be performed; 14
	73	+
	74	+	(iv) On determining that defibrillation should be performed, 15
	75	+	automatically charges; and 16
	76	+
	77	+	(v) 1. Requires operator intervention to deliver the electrical 17
	78	+	impulse; or 18
	79	+
	80	+	2. Automatically continues with delivery of electrical 19
	81	+	impulse. 20
	82	+
	83	+	(3) “Certificate” means a certificate issued by the EMS Board to a 21
	84	+	registered facility. 22
	85	+
	86	+	(4) (i) “Facility” means an agency, an association, a corporation, a firm, 23
	87	+	a partnership, or any other entity. 24
	88	+
	89	+	(ii) “Facility” does not include [a]: 25
	90	+
	91	+	1. A grocery store or restaurant that is subject to § 26
	92	+	21–330.3 of the Health – General Article; OR 27
	93	+
	94	+	2. A LIBRARY THAT IS SUBJ ECT TO § 23–102.2 OF THIS 28

	99	+	(5) “Jurisdictional emergency medical services operational program” 1
	100	+	means the institution, agency, corporation, or other entity that has been approved by the 2
	101	+	EMS Board to provide oversight of emergency medical services for each of the local 3
	102	+	government and State and federal emergency medical services programs. 4
	103	+
	104	+	(6) “Program” means the Public Access Automated External Defibrillator 5
	105	+	Program. 6
	106	+
	107	+	(7) “Regional administrator” means the individual employed by the 7
	108	+	Institute as regional administrator in each EMS region. 8
	109	+
	110	+	(8) “Regional council” means an EMS advisory body as created by the Code 9
	111	+	of Maryland Regulations 30.05. 10
	112	+
	113	+	(9) “Regional council AED committee” means a committee appointed by the 11
	114	+	regional council consisting of: 12
	115	+
	116	+	(i) The regional medical director; 13
	117	+
	118	+	(ii) The regional administrator; and 14
	119	+
	120	+	(iii) Three or more individuals with knowledge of and expertise in 15
	121	+	AEDs. 16

	123	+	(10) “Registered facility” means an organization, a business association, an 17
	124	+	agency, or any other entity that meets the requirements of the EMS Board for registering 18
	125	+	with the Program. 19

	243	+	2026, the Maryland Institute for Emergency Medical Services Systems shall report to the 4
	244	+	Senate Committee on Education, Energy, and the Environment and the House Economic 5
	245	+	Matters Committee, in accordance with § 2–1257 of the State Government Article, on: 6
	246	+
	247	+	(1) the libraries that registered automated external defibrillators in 7
	248	+	accordance with regulations adopted under § 23–102.2 of the Education Article, as enacted 8
	249	+	by Section 1 of this Act; and 9
	250	+
	251	+	(2) the number of adverse cardiac events that required the use of an 10
	252	+	automated external defibrillator experienced in the libraries that registered the automated 11
	253	+	external defibrillators. 12
	254	+
	255	+	SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect 13
	256	+	October 1, 2025. 14

265		-	SECTION 2. AND BE IT FURTHER ENACTED, That, on or before December 1, 21
266		-	2026, the Maryland Institute for Emergency Medical Services Systems shall report to the 22
267		-	Senate Committee on Education, Energy, and the Environment and the House Economic 23
268		-	Matters Ways and Means Committee, in accordance with § 2–1257 of the State Government 24
269		-	Article, on: 25

271		-	(1) the libraries that registered automated external defibrillators in 26
272		-	accordance with regulations adopted under § 23–102.2 of the Education Article, as enacted 27
273		-	by Section 1 of this Act; and 28

275		-	(2) the number of adverse cardiac events that required the use of an 29
276		-	automated external defibrillator experienced in the libraries that registered the automated 30
277		-	external defibrillators. 31
