University of Maryland, College Park Campus – TerpsEXCEED Program – 2 
Funding 3 
 
FOR the purpose of authorizing the Governor to include in the annual budget bill, 4 
beginning in a certain fiscal year, a certain appropriation to the University of 5 
Maryland, College Park Campus TerpsEXCEED (EXperiencing College through 6 
Education and Employment Discovery) Program to provide educational and 7 
employment opportunities to students with intellectual disabilities; and generally 8 
relating to funding for the TerpsEXCEED Program.  9

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 15

 (2) “PROGRAM” OR “TERPSEXCEED PROGRAM” MEANS THE 3 
UNIVERSITY OF MARYLAND, COLLEGE PARK CAMPUS TERPSEXCEED 4 
(EXPERIENCING COLLEGE THROUGH EDUCATION AND EMPLOYMENT DISCOVERY) 5 
PROGRAM. 6 
 
 (3) “UNIVERSITY” MEANS THE UNIVERSITY OF MARYLAND, 7 
COLLEGE PARK CAMPUS. 8 
 
 (B) FOR FISCAL YEAR 2027 AND EACH FISCAL YEAR THEREAFTER , THE 9 
GOVERNOR MAY INCLUDE IN THE ANNUAL BUDGET BILL AN APPROPRIATIO N OF 10 
$350,000 FOR THE TERPSEXCEED PROGRAM AT THE UNIVERSITY. 11 
 
 (C) (1) THE FUNDING PROVIDED UNDER SUBSECTION (B) OF THIS 12 
SECTION MAY SERVE AS A SUSTAINABLE FUNDIN G SOURCE FOR THE MAN AGEMENT 13 
OF THE TERPSEXCEED PROGRAM TO PROVIDE ED UCATIONAL AND EMPLOY MENT 14 
OPPORTUNITIES TO STU DENTS WITH INTELLECT UAL DISABILITIES AND TO ENABLE 15 
THE PROGRAM’S FUTURE EXPANSION . 16 
 
 (2) THE FUND ING PROVIDED UNDER S UBSECTION (B) OF THIS 17 
SECTION MAY BE USED FOR: 18 
 
 (I) ADVISING AND COUNSELI NG STUDENTS IN THE PROGRAM 19 
TO ASSIST WITH SCHED ULING AND REGISTRATI ON FOR CLASSES , OUTREACH TO 20 
PROFESSORS , DESIGNING COURSE MOD IFICATIONS, PROVIDING IN–CLASS SUPPORT 21 
AND ACCOMMODATIONS , AND OFFERING MENTOR TUTORING; 22 
 
 (II) ADVISING AND COUNSELI NG STUDENTS IN THE PROGRAM 23 
TO ASSIST WITH CALEN DAR MANAGEMENT ; 24 
 
 (III) ADVISING AND COUNSELI NG STUDENTS IN THE PROGRAM 25 
TO FACILITATE STUDEN T CLUB AND ACTIVITY CHOICES; 26 
 
 (IV) TRAINING AND COMMUNIC	ATING WITH RESIDENT 27 
ASSISTANTS AND RESID ENT DIRECTORS IN THE PROGRAM; 28 
 
 (V) OFFERING COURSES IN P EER MENTORSHIP IN TH E 29 
PROGRAM; 30 
 
 (VI) ADVISING PEER MENTORS IN THE PROGRAM; 31

 (IX) CONNECTING STUDENTS I N THE PROGRAM WITH STATE 7 
AGENCIES THAT SUPPOR T INDIVIDUALS WITH D ISABILITIES; 8 
 
 (X) MANAGING THE USE OF S ELF–DIRECTED WAIVER BUDG ETS 9 
FOR ON–CAMPUS SUPPORTS IN T HE PROGRAM; 10 
 
 (XI) MANAGING FINANCIAL AI D SYSTEMS FOR THE PROGRAM; 11 
 
 (XII) SHARING RESOURCES NEE DED FOR POST –PROGRAM 12 
SUPPORT; AND 13 
 
 (XIII) FACILITATING A CROSS –AGENCY, INTEGRATED RESOURCE 14 
TEAM FOR EACH STUDEN T IN THE PROGRAM AND ANY OTHER CUSTOMIZED 15 
PROGRAMMING OR DIREC T COUNSELING THAT SU PPORTS THE WELL –BEING OF 16 
EACH STUDENT IN THE PROGRAM AND FOSTERS S PECIFIC OPPORTUNITIE S FOR  17

 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 19
