2121 FOR the purpose of requiring the Washington Suburban Sanitary Commission to retain 4
2222 and consult with an independent third–party auditor to conduct an audit of a certain 5
2323 raw water pipeline project; requiring the auditor to consult with the Office of 6
2424 Legislative Audits in conducting the audit; and generally relating to audits of 7
2525 Washington Suburban Sanitary Commission projects. 8

2727 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 9

3030 (a) The Washington Suburban Sanitary Commission shall retain and consult 11
3131 with an independent third–party auditor to conduct an audit of the Commission’s raw water 12
3232 pipeline project, Contract No. BF1582E91, that extends from the Rocky Gorge Pumping 13
3333 Station on Brooklyn Bridge Road to the Patuxent Water Filtration Plant on Sandy Spring 14
3434 Road. 15

3636 (b) In conducting the audit, the third–party auditor shall be required to consult 16
3737 with the Office of Legislative Audits. 17

4141 (1) a detailed timeline of the project; 19

4343 (2) the reasons why the project has been delayed past its completion date 20

4646 (3) a detailed accounting of the costs associated with the project; and 22

5252 SECTION 2. AND BE IT FURTHER ENACTED, That o n or before October 1, 2026, 1
5353 the Washington Suburban Sanitary Commission shall report the findings of the audit to 2
5454 the Senate Education, Energy, and the Environment Committee and the House Economic 3
5555 Matters Committee, in accordance with § 2–1257 of the State Government Article. 4

5757 SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect 5
5858 October 1, 2025. It shall remain effective for a period of 2 years and, at the end of September 6
5959 30, 2027, this Act, with no further action required by the General Assembly, shall be 7
6060 abrogated and of no further force and effect. 8
