A BILL ENTITLED 
 
AN ACT concerning 1 
 
Washington Suburban Sanitary Commission – Raw Water Pipeline Project – 2 
Audit 3 
 
FOR the purpose of requiring the Washington Suburban Sanitary Commission to retain 4 
and consult with an independent third–party auditor to conduct an audit of a certain 5 
raw water pipeline project; requiring the auditor to consult with the Office of 6 
Legislative Audits in conducting the audit; and generally relating to audits of 7 
Washington Suburban Sanitary Commission projects. 8 
 
 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 9 
That: 10 
 
 (a) The Washington Suburban Sanitary Commission shall retain and consult 11 
with an independent third–party auditor to conduct an audit of the Commission’s raw water 12 
pipeline project, Contract No. BF1582E91, that extends from the Rocky Gorge Pumping 13 
Station on Brooklyn Bridge Road to the Patuxent Water Filtration Plant on Sandy Spring 14 
Road. 15 
 
 (b) In conducting the audit, the third–party auditor shall be required to consult 16 
with the Office of Legislative Audits. 17 
 
 (c) The audit shall provide: 18 
 
 (1) a detailed timeline of the project; 19 
 
 (2) the reasons why the project has been delayed past its completion date 20 
of March 2023; 21 
 
 (3) a detailed accounting of the costs associated with the project; and  22 
 
 (4) any other items recommended by the Office of Legislative Audits. 23  2 	SENATE BILL 654  
 
 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That o n or before October 1, 2026, 1 
the Washington Suburban Sanitary Commission shall report the findings of the audit to 2 
the Senate Education, Energy, and the Environment Committee and the House Economic 3 
Matters Committee, in accordance with § 2–1257 of the State Government Article. 4 
 
 SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect 5 
October 1, 2025. It shall remain effective for a period of 2 years and, at the end of September 6 
30, 2027, this Act, with no further action required by the General Assembly, shall be 7 
abrogated and of no further force and effect. 8
