AN ACT concerning 1 
 
Prince George’s County – Stop Sign Monitoring Systems – School Bus Stops 2 
 
FOR the purpose of clarifying that a political subdivision may recover the cost of 3 
implementing and administering a stop sign monitoring system from the fines 4 
collected by the political subdivision as a result of violations enforced by the stop sign 5 
monitoring system; authorizing the use of stop sign monitoring systems at within 6 
100 feet of school bus stops in Prince George’s County, if authorized by local law or, 7 
in the case of school bus stops located on State highways, the State Highway 8 
Administration; requiring Prince George’s County, rather than the State Highway 9 
Administration, to place certain signs on State highways in the county, subject to 10 
the approval of the Administration; limiting the hours in which a system may be 11 
operated; and generally relating to the use of stop sign monitoring systems at school 12 
bus stops in Prince George’s County.  13

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 6 
That the Laws of Maryland read as follows: 7

 (e) (4) (i) Except as provided in paragraph (5) of this subsection, from the 10 
fines collected by a political subdivision as a result of violations enforced by speed 11 
monitoring systems, work zone speed control systems, stop sign monitoring systems, school 12 
bus monitoring cameras, bus lane monitoring systems, or noise abatement monitoring 13 
systems, a political subdivision: 14 
 
 1. May recover the costs of implementing and administering 15 
the speed monitoring systems, work zone speed control systems, STOP SIGN MONITORING 16 
SYSTEMS, school bus monitoring cameras, bus lane monitoring systems, or noise 17 
abatement monitoring systems; and 18 
 
 2. Subject to subparagraphs (ii), (iii), and (iv) of this 19 
paragraph, may spend any remaining balance solely for public safety purposes, including 20 
pedestrian or highway safety programs.  21

21–707.1. 23 
 
 (a) This section applies only in Prince George’s County. 24 
 
 (b) (1) In this section the following words have the meanings indicated. 25 
 
 (2) “Agency” means a law enforcement agency that is authorized to issue a 26 
citation for a violation of the Maryland Vehicle Law or of local traffic laws or regulations. 27 
 
 (3) (i) “Owner” means the registered owner of a motor vehicle or lessee 28 
of a motor vehicle under a lease of 6 months or more. 29 
 
 (ii) “Owner” does not include: 30 
 
 1. A motor vehicle leasing company; or 31

 2. A holder of a special registration plate issued under Title 1 
13, Subtitle 9, Part III of this article. 2 
 
 (4) “Recorded image” means images recorded by a stop sign monitoring 3 
system: 4 
 
 (i) On: 5 
 
 1. Two or more photographs; 6 
 
 2. Two or more microphotographs; 7 
 
 3. Two or more electronic images; 8 
 
 4. Videotape; or 9 
 
 5. Any other medium; and 10 
 
 (ii) Showing a motor vehicle and, on at least one image or portion of 11 
tape, clearly identifying the registration plate number of the motor vehicle. 12 
 
 (5) “Stop sign monitoring system” means a device designed to capture a 13 
recorded image of a violation. 14 
 
 (6) (i) “Violation” means a failure to come to a complete stop at a stop 15 
sign in violation of § 21–707 of this subtitle. 16 
 
 (ii) “Violation” does not include any action a driver is instructed to 17 
take by a police officer. 18 
 
 (c) (1) Subject to paragraphs (2) through (5) (6) of this subsection, an agency 19 
may use stop sign monitoring systems: 20 
 
 (i) On highways located in a school zone maintained by a local 21 
jurisdiction, if authorized by the governing body of the local jurisdiction; [or] 22 
 
 (II) AT WITHIN 100 FEET OF A SCHOOL BUS STOP LOCATED O N 23 
A HIGHWAY MAINTAINED BY A LOCAL JURISDICT ION, IF AUTHORIZED BY THE 24 
GOVERNING BODY OF TH E LOCAL JURISDICTION ; 25 
 
 [(ii)] (III) On State highways located in a school zone, if authorized 26 
by the State Highway Administration; OR 27 
 
 (IV) AT WITHIN 100 FEET OF A SCHOOL BUS STOP LO CATED ON 28 
A STATE HIGHWAY , IF AUTHORIZED BY THE STATE HIGHWAY ADMINISTRATION . 29

 (2) A stop sign monitoring system: 1 
 
 (i) May not be used in a local jurisdiction under this section unless 2 
its use is authorized by the governing body of the local jurisdiction by local law enacted 3 
after reasonable notice and a public hearing; and 4 
 
 (ii) May only be used at a location approved by the Prince George’s 5 
County Council. 6 
 
 (3) The county shall prioritize the placement of stop sign monitoring 7 
systems within municipalities that have high violation rates. 8 
 
 (4) Before beginning use of stop sign monitoring systems, an agency shall 9 
publish notice that the agency has adopted the use of stop sign monitoring systems on its 10 
website and in a newspaper of general circulation in the jurisdiction in which the stop sign 11 
monitoring system will be used. 12 
 
 (5) (i) The county shall prominently place signs on highways within the 13 
county providing notice that stop sign monitoring systems are used in the county. 14 
 
 (ii) The State Highway Administration shall place signs prominently 15 
providing notice that stop sign monitoring systems are in use on State highways THE 16 
COUNTY SHALL OBTAIN THE APPROVAL OF THE STATE HIGHWAY ADMINISTRATION 17 
BEFORE PLACING A SIGN ON A STATE HIGHWAY UNDER T HIS PARAGRAPH . 18 
 
 (6) A STOP SIGN MONITORING SYSTEM MAY OPERATE O NLY MONDAY 19 
THROUGH FRIDAY BETWEEN 6:00 A.M. AND 8:00 P.M.  20 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 21 
October 1, 2025.  22
