AN ACT concerning 1 
 
Baltimore County – Vehicle Laws – Private Roadways in Residential 2 
Subdivisions and Communities 3 
 
FOR the purpose of prohibiting, for a certain period of time, a person from driving a motor 4 
vehicle in violation of certain provisions of the Maryland Vehicle Law on private 5 
roadways in certain residential areas a certain residential community in Baltimore 6 
County; authorizing, for a certain period of time, a police officer to enforce the 7 
Maryland Vehicle Law on private roadways in certain residential areas a certain 8 
residential community in Baltimore County; and generally relating to complying 9 
with and enforcing the Maryland Vehicle Law on private roadways in Baltimore 10 
County. 11 
 
BY repealing and reenacting, with amendments, 12 
 Article – Transportation 13 
Section 11–205(c) and 21–101.1(b)(1) 14 
 Annotated Code of Maryland 15

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 17 
That the Laws of Maryland read as follows: 18 
 
Article – Transportation 19

 (c) (1) In BALTIMORE COUNTY AND Calvert County, a police officer may 1 
enforce the provisions of the Maryland Vehicle Law on a private roadway in [Calvert 2 
County] THE COUNTY that is located within a residential subdivision or community and 3 
used for vehicular travel by residents of the subdivision or community. 4 
 
 (2) FOR THE PERIOD BEGINN ING OCTOBER 1, 2025, AND ENDING 5 
JULY 1, 2028, IN BALTIMORE COUNTY, A POLICE OFFICER MAY ENFORCE THE 6 
PROVISIONS OF THE MARYLAND VEHICLE LAW ON A PRIVATE ROAD WAY WITHIN 7 
THE QUEEN ANNE VILLAGE COMMUNITY IN OWINGS MILLS THAT IS USED FO R 8 
VEHICULAR TRAFFIC BY RESIDENTS OF THE COM MUNITY.  9

 (b) (1) A person may not drive a motor vehicle in violation of any provision of 11 
this title on any private property that is used by the public in general, or, in BALTIMORE 12 
COUNTY AND Calvert County, on any private [road] ROADWAY located within a: 13 
 
 (I) A residential subdivision or community IN CALVERT COUNTY; 14 
OR 15 
 
 (II) FOR THE PERIOD BEGINN ING OCTOBER 1, 2025, AND 16 
ENDING JULY 1, 2028, THE QUEEN ANNE VILLAGE COMMUNITY IN OWINGS MILLS 17 
IN BALTIMORE COUNTY. 18 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That, on or before September 1, 19 
2028, the Baltimore County Police Department shall report to the members of the 20 
Baltimore County Delegation to the General Assembly, in accordance with § 2–1257 of the 21 
State Government Article, on the implementation of this Act and whether it has improved 22 
compliance with the Maryland Vehicle Law in the Queen Anne Village community in 23 
Owings Mills.  24 
 
 SECTION 2. 3. AND BE IT FURTHER ENACTED, That this Act shall take effect 25 
October 1, 2025. It shall remain effective for a period of 3 years and, at the end of September 26 
30, 2028, this Act, with no further action required by the General Assembly, shall be 27 
abrogated and of no further force and effect. 28
