3 is amended to read:
4 E-1. A certification of whether the committee is a leadership political action 
5 committee.  A current member of the Legislature is not required to form a leadership 
6 political action committee if the political action committee's activities relate to 
7 promoting or defeating a principle instead of promoting a candidate for a leadership 
8 position. For purposes of this paragraph, "leadership position" means the presiding 
9 officers of each House of the Legislature, party leaders, the Clerk of the House, the 
10 Assistant Clerk of the House, the Secretary of the Senate and the Assistant Secretary 
11 of the Senate; and
12 as amended by PL 2009, c. 363, §4, is further 
13 amended to read:

15 contributions, receipt and acknowledgement forms, proof of verification of voter 
16 registration and a seed money report to the commission during the qualifying period 
17 according to this subsection and procedures developed by the commission, except as 
18 provided under subsection 11. A report required under this subsection must contain the 
19 itemized accounts of qualifying contributions received during that report filing period, 
20 including the date a qualifying contribution was received, and the name, address, 
21 occupation, principal place of business, if any, and amount of the qualifying contribution 
22 of each person who has made a qualifying contribution.

24 This bill:
25 1. Provides that a current member of the Legislature whose political action committee's 
26 activities relate to promoting or defeating a principle instead of promoting a candidate for 
27 a leadership position is not required to form a leadership political action committee; and
28 2. Requires participating candidates in the Maine Clean Election Act to file a report 
29 with the Commission on Governmental Ethics and Election Practices that contains an 
30 itemized accounting of qualifying contributions received and identifying information of 
31 each person who has made a qualifying contribution.
