4 The department shall provide or reimburse the cost of nonemergency transportation to 
5 and from MaineCare billable services for MaineCare members regardless of whether the 
6 member resides in a rural or nonrural area. The department may adopt rules to implement 
7 this section. Rules adopted pursuant to this section are routine technical rules as defined in 
8 Title 5, chapter 375, subchapter 2-A.

11 The department shall provide reimbursement to providers of behavioral health services 
12 and providers of physical health services for time spent engaged in coordination of care for 
13 MaineCare members, including for critical collateral care coordination for hospitalized 
14 MaineCare members. "Critical collateral care coordination" includes case management 
15 services, including services providing coordination of care with a member's hospitalization 
16 for behavioral or physical health issues. The department shall submit any waivers or state 
17 plan amendments required for approval for federal match for these services to the United 
18 States Department of Health and Human Services, Centers for Medicare and Medicaid 
19 Services. The department may adopt rules to implement this section. Rules adopted 
20 pursuant to this section are routine technical rules as defined in Title 5, chapter 375, 
21 subchapter 2-A.

24 The department shall provide reimbursement for representative payee services for 
25 MaineCare members eligible for targeted case management and community support 
26 services.  The department shall submit any waivers or state plan amendments required for 
27 approval for federal match for these services to the United States Department of Health and 
28 Human Services, Centers for Medicare and Medicaid Services.  The department may adopt 
29 rules to implement this section.  Rules adopted pursuant to this section are routine technical 
30 rules as defined in Title 5, chapter 375, subchapter 2-A.

33 MaineCare members to and from mental health psychosocial clubhouse services. The 
34 department shall submit any waivers or state plan amendments required for approval for 
35 federal match for these services to the United States Department of Health and Human 
36 Services, Centers for Medicare and Medicaid Services.  The department may adopt rules 
37 to implement this section.  Rules adopted pursuant to this section are routine technical rules 
38 as defined in the Maine Revised Statutes, Title 5, chapter 375, subchapter 2-A.

41 reimbursement for services provided by certified recovery coaches and by certified

44 or state plan amendments required for approval for federal match for these services to the 
45 United States Department of Health and Human Services, Centers for Medicare and 
46 Medicaid Services.  The department may adopt rules to implement this section.  Rules 
47 adopted pursuant to this section are routine technical rules as defined in the Maine Revised 
48 Statutes, Title 5, chapter 375, subchapter 2-A.

8 This bill requires the Department of Health and Human Services to provide 
9 nonemergency transportation services to MaineCare members regardless of whether a 
10 member resides in a rural or nonrural setting. It also requires the department to reimburse 
11 providers of behavioral health services and providers of physical health services for time 
12 spent engaged in coordination of care for MaineCare members, including for critical 
13 collateral care coordination for hospitalized members. It requires the department to provide 
14 reimbursement for representative payee services to members eligible for targeted case 
15 management and community support services. It requires the department to provide 
16 reimbursement for transportation to and from psychosocial clubhouse services.  It requires 
17 the department to provide certified recovery coach and certified intentional peer support 
18 specialist services to MaineCare members eligible for targeted case management or 
19 community support services. It requires the department to submit any waivers or state plan 
20 amendments required for approval for federal match for services to the United States 
21 Department of Health and Human Services, Centers for Medicare and Medicaid Services.  
22 It allows the department to adopt routine technical rules.
