19-1.19Section 1. CAPITAL IMPROVEMENT APPROPRIATIONS.​
20-1.20 (a) The sums shown in the column under "Appropriations" are appropriated from the​
21-1.21bond proceeds fund, or another named fund, to the state agencies or officials indicated, to​
22-1.22be spent for public purposes. Appropriations of bond proceeds must be spent as authorized​
23-1.23by the Minnesota Constitution, article XI, section 5, clause (a), to acquire and better public​
24-1.24land and buildings and other public improvements of a capital nature, or as authorized by​

5+1.5 Section 1. SAFE ROUTES TO SCHOOL.​
6+1.6 Subdivision 1.Appropriation.$10,000,000 is appropriated from the bond proceeds​
7+1.7fund to the commissioner of transportation for grants under Minnesota Statutes, section​
8+1.8174.40.​
9+1.9 Subd. 2.Bond sale.To provide the money appropriated in this section from the bond​
10+1.10proceeds fund, the commissioner of management and budget shall sell and issue bonds of​
11+1.11the state in an amount up to $10,000,000 in the manner, upon the terms, and with the effect​
12+1.12prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota​

196-6.16(a) Except as provided in paragraph (b), the​

1336-38.11 (c) Appropriation bonds may be issued in one or more issues or series on the terms and​
1337-38.12conditions the commissioner determines to be in the best interests of the state, but the term​
1338-38.13on any series of appropriation bonds may not exceed 21 years. The appropriation bonds of​
1339-38.14each issue and series thereof shall be dated and bear interest, and may be includable in or​
1340-38.15excludable from the gross income of the owners for federal income tax purposes.​
1341-38.16 (d) At the time of, or in anticipation of, issuing the appropriation bonds, and at any time​
1342-38.17thereafter, so long as the appropriation bonds are outstanding, the commissioner may enter​
1343-38.18into agreements and ancillary arrangements relating to the appropriation bonds, including​
1344-38.19but not limited to trust indentures, grant agreements, lease or use agreements, operating​
1345-38.20agreements, management agreements, liquidity facilities, remarketing or dealer agreements,​
1346-38.21letter of credit agreements, insurance policies, guaranty agreements, reimbursement​

1373-39.13counties and cities to provide up to 50 percent of the capital costs of public infrastructure​
1374-39.14necessary for an eligible workforce housing development project. The commissioner may​
1375-39.15make a grant award only after determining that nonstate resources are committed to complete​
1376-39.16the project. The nonstate contribution may be either cash or in kind. In-kind contributions​
1377-39.17may include the value of the site.​
1378-39.18 Subd. 2.Definitions.(a) For purposes of this section, the following terms have the​
1379-39.19meanings given.​
1380-39.20 (b) "City" means a statutory or home rule charter city located outside the metropolitan​
1381-39.21area, as defined in section 473.121, subdivision 2.​
1382-39.22 (c) "County" means a county located outside the metropolitan area, as defined in section​
1383-39.23473.121, subdivision 2.​
1384-39.24 (d) "Public infrastructure" means publicly owned physical infrastructure necessary to​
1385-39.25support housing development projects, including but not limited to sewers, water supply​
1386-39.26systems, utility extensions, streets, wastewater treatment systems, storm water management​
1387-39.27systems, and facilities for pretreatment of wastewater to remove phosphorus.​
1388-39.28 Subd. 3.Eligible projects.Public infrastructure eligible for a grant under this section​
1389-39.29may be single-family or multifamily housing developments, owner-occupied or rental.​
1390-39.30 Subd. 4.Application.(a) The commissioner must develop forms and procedures for​
1391-39.31soliciting and reviewing applications for grants under this section. At a minimum, a county​
1392-39​Article 2 Sec. 3.​

1394-40.2that the required nonstate match is available. The commissioner must evaluate complete​

1397-40.5provide adequate housing stock for the current or future workforce; and​
1398-40.6 (2) the increase in workforce housing will result in substantial public and private capital​

1400-40.8 (b) The determination of whether to make a grant for a site is within the discretion of​
1401-40.9the commissioner, subject to this section. The commissioner's decisions and application of​
1402-40.10the criteria are not subject to judicial review, except for abuse of discretion.​
1403-40.11 Subd. 5.Maximum grant amount.A county or city may receive no more than $20,000​
1404-40.12per lot for single-family, duplex, triplex, or four-plex housing developed, and no more than​
1405-40.13$50,000 per lot for multifamily housing with more than four units per building. A county​
1406-40.14or city may receive no more than $500,000 in two years for one or more housing​
1407-40.15developments.​
1408-40.16Sec. 4. Minnesota Statutes 2022, section 134.45, subdivision 5, is amended to read:​
1409-40.17 Subd. 5.Qualification; accessibility grants.A public library jurisdiction may apply​
1410-40.18for a grant in an amount up to $300,000 $450,000 or 50 percent of the approved costs of​
1411-40.19removing architectural barriers from a building or site, whichever is less. Grants may be​
1412-40.20made only for projects in existing buildings used as a library, or to prepare another existing​
1413-40.21building for use as a library. Renovation of an existing building may include an addition to​
1414-40.22the building if the additional space is necessary to provide accessibility or if relocating​
1415-40.23public spaces to the ground level provides improved overall accessibility. Grants must not​
1416-40.24be used to pay part of the cost of meeting accessibility requirements in a new building.​

1441-41.17Sec. 7. [446A.077] LEAD SERVICE LINE REPLACEMENT GRANT PROGRAM.​
1442-41.18 Subdivision 1.Establishment.The authority must establish a program to provide grants​
1443-41.19to eligible recipients for lead service line replacement, subject to the limitations in this​
1444-41.20section.​
1445-41.21 Subd. 2.Eligible recipients.(a) The following are eligible recipients of funds in the​
1446-41.22program:​
1447-41.23 (1) community public water suppliers of a community water system as defined in Code​
1448-41.24of Federal Regulations, title 40, section 141.2, as amended;​
1449-41.25 (2) municipalities;​
1450-41.26 (3) suppliers of other residential drinking water systems; and​
1451-41.27 (4) any applicant eligible for loans and grants under the federal Safe Drinking Water​

1453-41.29 (b) An eligible recipient of a grant provided under this program funded with money​
1454-41.30appropriated from the bond proceeds fund must be a political subdivision of the state.​

1471-42.16a plan to remove all lead service lines within a municipality or residential drinking water​
1472-42.17system.​
1473-42.18 Subd. 6.Report.By March 30, 2024, the authority shall submit a report on this grant​
1474-42.19program to the chairs and ranking minority members of the legislative committees with​
1475-42.20jurisdiction over capital investment, health, and environment. The report must include, at​
1476-42.21a minimum, details about awards made, applications submitted, and lead service lines​
1477-42.22removed.​

1920-55.11Sec. 30. CONVEYANCE AUTHORIZED; TWO HARBORS.​
1921-55.12 Subdivision 1.Conveyance authorized.(a) Notwithstanding Minnesota Statutes, sections​
1922-55.1316A.695, 16B.281 to 16B.287, 92.45, 94.09, and 94.10, any state law, administrative rule,​
1923-55.14or commissioner's order to the contrary, and the appropriation of state general obligation​
1924-55.15bond proceeds in Laws 2005, chapter 20, article 1, section 7, subdivision 24, to the​
1925-55.16commissioner of natural resources, the parcels described in subdivision 2 may be conveyed​

1931-55.22shall continue to be considered state bond-financed property after the conveyance of the​
1932-55.23real property to the city of Two Harbors and until all the requirements are satisfied for the​
1933-55.24real property to no longer be considered state bond-financed property. The city of Two​
1934-55.25Harbors must operate the state bond-financed property in compliance with Minnesota​
1935-55.26Statutes, section 16A.695, all applicable state and federal laws, and in a manner that will​
1936-55.27not cause the interest on the state general obligation bonds to be subject to federal income​
