1.1 A bill for an act 1.2 relating to local government; prohibiting the acceptance of a municipal ID for state 1.3 or federal services; proposing coding for new law in Minnesota Statutes, chapter 1.4 415. 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.6 Section 1. [415.20] MUNICIPAL IDS; LIMITATION. 1.7 Subdivision 1.Definitions.(a) For the purposes of this section, the following terms have 1.8the meanings given. 1.9 (b) "Municipal ID" means a photographic identification card in physical or electronic 1.10form created and provided by a municipality to a resident of the municipality that includes 1.11the individual's name, date of birth, residential address, and any other identifying information 1.12as required or authorized by the municipal ordinance. 1.13 (c) "Municipality" means a statutory or home rule charter city. 1.14 (d) "Resident" means a person who resides within the municipality's corporate boundaries 1.15for a minimum of 30 continuous days immediately prior to application for a municipal ID 1.16and who submits documentation demonstrating identity and residency as required in this 1.17section. 1.18 Subd. 2.Municipal ID; acceptance limited.Notwithstanding any law or rule to the 1.19contrary, a municipal ID does not qualify as proof of identification required for the receipt 1.20of one or more services provided by the state or through a federal program administered by 1.21the state or a political subdivision thereof. 1.22 EFFECTIVE DATE.This section is effective the day following final enactment. 1Section 1.
