1.1 A bill for an act 1.2 relating to state government; requiring a reduction in appropriations for positions 1.3 that have been unfilled for at least 180 days; requiring a report. 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.5 Section 1. REDUCTION IN APPROPRIATIONS FOR UNFILLED POSITIONS. 1.6 Subdivision 1.Reduction required.The general fund and nongeneral fund appropriations 1.7to an agency for agency operations for the biennium ending June 30, 2025, are reduced by 1.8the amount for salary and benefits savings that results from any positions that have not been 1.9filled within 180 days of the posting of the position. This section applies only to positions 1.10that are posted in fiscal years 2023, 2024, and 2025. Reductions made under this subdivision 1.11must be reflected as reductions in agency base budgets for fiscal years 2026 and 2027. This 1.12section does not apply to: 1.13 (1) any position that requires law enforcement training; or 1.14 (2) any public safety position. 1.15 Subd. 2.Reporting.The commissioner of management and budget must report to the 1.16chairs and ranking minority members of the senate and the house of representatives finance 1.17committees regarding the amount of reductions in spending by each agency under this 1.18section. 1.19 EFFECTIVE DATE.This section is effective the day following final enactment. 1Section 1.
