6	6	1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
7	7	1.7 Section 1. [383A.151] RAMSEY COUNTY ECONOMIC DEVELOPMENT
8	8	1.8AUTHORITY.
9	9	1.9 Subdivision 1.Creation.(a) There is created in the county of Ramsey a public body,
10	10	1.10corporate and politic, known as the Ramsey County Economic Development Authority,
11	11	1.11that has the powers contained in sections 469.090 to 469.108, except for sections 469.101,
12	12	1.12subdivision 19, 469.102, and 469.107; the powers of a housing and redevelopment authority
13	13	1.13under sections 469.001 to 469.047; and the powers of a city under sections 469.124 to
14	14	1.14469.133. For the purposes of applying chapter 469 to the county of Ramsey, the county has
15	15	1.15all the powers and duties of a city; the county board has all the powers and duties of a
16	16	1.16governing body; the chair of the county board has all the powers and duties of a mayor;
17	17	1.17and, with respect to the exercise of the powers under section 469.008, the area of operation
18	18	1.18includes the area within the territorial boundaries of the county.
19	19	1.19 (b) Section 469.1082 does not apply to the county of Ramsey, except for section
20	20	1.20469.1082, subdivision 5.
21	21	1.21 Subd. 2.Commissioners.Notwithstanding the provisions of chapter 469 or other law
22	22	1.22to the contrary, the Ramsey County Economic Development Authority consists of seven
23	23	1.23commissioners. The county board must appoint the commissioners and fill vacancies in the

33	33	The bill was read for the first time and referred to the Committee on Elections Finance and Government Operations 2.1office of any commissioner. Pursuant to Ramsey County Resolution No. 94-357, dated July
34	34	2.226, 1994, the Ramsey County Board of Commissioners also constitutes the Ramsey County
35	35	2.3Housing and Redevelopment Authority. The board may, by resolution, appoint the sitting
36	36	2.4commissioners of the Ramsey County Housing and Redevelopment Authority as
37	37	2.5commissioners of the Ramsey County Economic Development Authority, the terms of each
38	38	2.6commissioner corresponding accordingly.
39	39	2.7 EFFECTIVE DATE.This section is effective the day after the governing body of
40	40	2.8Ramsey County and its chief clerical officer comply with Minnesota Statutes, section
41	41	2.9645.021, subdivisions 2 and 3.
42	42	2.10 Sec. 2. [383A.152] RAMSEY COUNTY HOUSING AND REDEVELOPMENT
43	43	2.11AUTHORITY; ADDITIONAL POWERS.
44	44	2.12 The Ramsey County Housing and Redevelopment Authority, established pursuant to
45	45	2.13Ramsey County Resolution No. 93-155, dated March 9, 1993, shall have the powers and
46	46	2.14duties of the Ramsey County Economic Development Authority under section 383A.151
47	47	2.15and shall retain all the powers of a housing and redevelopment authority under sections
48	48	2.16469.001 to 469.047. For the purposes of applying chapter 469 to the county of Ramsey, the
49	49	2.17county has all the powers and duties of a city; the county board has all the powers and duties
50	50	2.18of a governing body; the chair of the county has all the powers and duties of a mayor; and,
51	51	2.19with respect to the exercise of the powers under section 469.008, the area of operation
52	52	2.20includes the area within the territorial boundaries of the county.
53	53	2.21 EFFECTIVE DATE.This section is effective the day after the governing body of
54	54	2.22Ramsey County and its chief clerical officer comply with Minnesota Statutes, section
55	55	2.23645.021, subdivisions 2 and 3.
