1.1 A bill for an act 1.2 relating to local government; creating the Ramsey County Economic Development 1.3 Authority; expanding the powers of the Ramsey County Housing and 1.4 Redevelopment Authority; proposing coding for new law in Minnesota Statutes, 1.5 chapter 383A. 1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.7 Section 1. [383A.151] RAMSEY COUNTY ECONOMIC DEVELOPMENT 1.8AUTHORITY. 1.9 Subdivision 1.Creation.(a) There is created in the county of Ramsey a public body, 1.10corporate and politic, known as the Ramsey County Economic Development Authority, 1.11that has the powers contained in sections 469.090 to 469.108, except for sections 469.101, 1.12subdivision 19, 469.102, and 469.107; the powers of a housing and redevelopment authority 1.13under sections 469.001 to 469.047; and the powers of a city under sections 469.124 to 1.14469.133. For the purposes of applying chapter 469 to the county of Ramsey, the county has 1.15all the powers and duties of a city; the county board has all the powers and duties of a 1.16governing body; the chair of the county board has all the powers and duties of a mayor; 1.17and, with respect to the exercise of the powers under section 469.008, the area of operation 1.18includes the area within the territorial boundaries of the county. 1.19 (b) Section 469.1082 does not apply to the county of Ramsey, except for section 1.20469.1082, subdivision 5. 1.21 Subd. 2.Commissioners.Notwithstanding the provisions of chapter 469 or other law 1.22to the contrary, the Ramsey County Economic Development Authority consists of seven 1.23commissioners. Pursuant to Ramsey County Resolution No. 94-357, dated July 2.226, 1994, the Ramsey County Board of Commissioners also constitutes the Ramsey County 2.3Housing and Redevelopment Authority. The board may, by resolution, appoint the sitting 2.4commissioners of the Ramsey County Housing and Redevelopment Authority as 2.5commissioners of the Ramsey County Economic Development Authority, the terms of each 2.6commissioner corresponding accordingly. 2.7 EFFECTIVE DATE.This section is effective the day after the governing body of 2.8Ramsey County and its chief clerical officer comply with Minnesota Statutes, section 2.9645.021, subdivisions 2 and 3. 2.10 Sec. 2. [383A.152] RAMSEY COUNTY HOUSING AND REDEVELOPMENT 2.11AUTHORITY; ADDITIONAL POWERS. 2.12 The Ramsey County Housing and Redevelopment Authority, established pursuant to 2.13Ramsey County Resolution No. 93-155, dated March 9, 1993, shall have the powers and 2.14duties of the Ramsey County Economic Development Authority under section 383A.151 2.15and shall retain all the powers of a housing and redevelopment authority under sections 2.16469.001 to 469.047. For the purposes of applying chapter 469 to the county of Ramsey, the 2.17county has all the powers and duties of a city; the county board has all the powers and duties 2.18of a governing body; the chair of the county has all the powers and duties of a mayor; and, 2.19with respect to the exercise of the powers under section 469.008, the area of operation 2.20includes the area within the territorial boundaries of the county. 2.21 EFFECTIVE DATE.This section is effective the day after the governing body of 2.22Ramsey County and its chief clerical officer comply with Minnesota Statutes, section 2.23645.021, subdivisions 2 and 3. 2Sec. 2.
