6262 3.3 (b) Grant money may be used for initial planning and development of education​
6363 3.4partnership program locations, including but not limited to organizational and planning​
6464 3.5functions to identify partners, community supports, and services. The commissioner of​
6565 3.6education must review proposals and award grants to programs that primarily serve​
6666 3.7historically underserved students. To the extent practicable, the commissioner must award​
6767 3.8grants equitably among the geographic areas of Minnesota, including rural, suburban, and​
6868 3.9urban communities. The submitted proposal for an emerging partnership grant must include​
6969 3.10evidence of: (1) readiness to pursue the activities required of an established partnership;​
7070 3.11and (2) adding geographic or demographic diversity to the education partnerships network.​
