1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.5 Section 1. APPROPRIATIONS; EDUCATION PARTNERSHIP GRANTS.
1.6 Subdivision 1.Department of Education.The sums indicated in this section are
1.7appropriated from the general fund to the Department of Education for the fiscal years
1.8designated.
1.9 Subd. 2.Neighborhood partnership grants.(a) For neighborhood partnership grants
1.10under Minnesota Statutes, section 124D.99:
2026.....2,600,0001.11 $
2027.....2,600,0001.12 $
1.13 (b) Of the amounts in paragraph (a), $1,300,000 each year is for the Northside
1.14Achievement Zone and $1,300,000 each year is for the St. Paul Promise Neighborhood.
1.15 (c) The base for fiscal year 2028 and later is $2,600,000. For purposes of the base for
1.16fiscal year 2028 and later, the allocations under paragraph (b) continue.
1.17 (d) Any balance in fiscal year 2026 is available in fiscal year 2027.
1.18 Subd. 3.Regional neighborhood partnership grants.(a) For regional neighborhood
1.19partnership grants under Minnesota Statutes, section 124D.99:

2.2 (1) Northfield Healthy Community Initiative in Northfield;
2.3 (2) Red Wing Youth Outreach Program in Red Wing;
2.4 (3) United Way of Central Minnesota in St. Cloud;
2.5 (4) Austin Aspires in Austin;
2.6 (5) Rochester Area Foundation in Rochester;
2.7 (6) Greater Twin Cities United Way for Generation Next; and
2.8 (7) Children First and Partnership for Success in St. Louis Park.
2.9 (c) The base for fiscal year 2028 and later is $1,400,000. For purposes of the base for
2.10fiscal year 2028 and later, the allocations under paragraph (b) continue.
2.11 (d) Any balance in fiscal year 2026 is available in fiscal year 2027.
2.12 Subd. 4.Regional neighborhood partnership onetime grants.(a) For onetime grants
2.13for regional neighborhood partnership:

2.16 (b) Of the amounts in paragraph (a), $100,000 each year is for the following programs:

2.27 Subd. 5.Emerging partnership grant.(a) For emerging neighborhood partnership

3.3 (b) Grant money may be used for initial planning and development of education
3.4partnership program locations, including but not limited to organizational and planning
3.5functions to identify partners, community supports, and services. The commissioner of
3.6education must review proposals and award grants to programs that primarily serve
3.7historically underserved students. To the extent practicable, the commissioner must award
3.8grants equitably among the geographic areas of Minnesota, including rural, suburban, and
3.9urban communities. The submitted proposal for an emerging partnership grant must include
3.10evidence of: (1) readiness to pursue the activities required of an established partnership;
3.11and (2) adding geographic or demographic diversity to the education partnerships network.
3.12 (c) This is a onetime appropriation.
