1.1 A bill for an act 1.2 relating to environment; requiring rulemaking to require environmental impact 1.3 statement for large animal projects. 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.5 Section 1. MANDATORY ENVIRONMENT AL IMPACT STATEMENT FOR 1.6LARGE LIVESTOCK PROJECTS. 1.7 (a) The Environmental Quality Board must amend Minnesota Rules, part 4410.4400, to 1.8require that construction of an animal feedlot facility with a capacity of 10,000 or more 1.9animal units or the expansion of an existing animal feedlot facility to a total cumulative 1.10capacity of 10,000 or more animal units requires the preparation of an environmental impact 1.11statement. 1.12 (b) The commissioner may use the good-cause exemption under Minnesota Statutes, 1.13section 14.388, subdivision 1, clause (3), to adopt rules under this section, and Minnesota 1.14Statutes, section 14.386, does not apply except as provided under Minnesota Statutes, section 1.1514.388. 1.16 EFFECTIVE DATE.This section is effective the day following final enactment and 1.17applies to applications submitted on or after that date. 1Section 1.
