1.1 A bill for an act
1.2 relating to capital investment; appropriating money for clean water and sanitary
1.3 sewer system improvements in the city of Palisade; authorizing the sale and issuance
1.4 of state bonds.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. PALISADE; CLEAN WATER AND WASTEWATER IMPROVEMENTS.
1.7 Subdivision 1.Appropriation.$12,189,000 is appropriated from the bond proceeds
1.8fund to the Public Facilities Authority for a grant to the city of Palisade to predesign, design,
1.9construct, furnish, and equip improvements to the clean water and wastewater infrastructure
1.10in the city of Palisade. Clean water infrastructure includes a new water treatment plant;
1.11rehabilitation of existing municipal wells; adding a new municipal well to the system;
1.12replacement of valves, service shutoffs, and hydrants; and rehabilitation of an elevated water
1.13storage tank. Wastewater infrastructure includes wastewater treatment facility improvements
1.14and sanitary collection system improvements.
1.15 Subd. 2.Bond sale.To provide the money appropriated in this section from the bond
1.16proceeds fund, the commissioner of management and budget shall sell and issue bonds of
1.17the state in an amount up to $12,189,000 in the manner, upon the terms, and with the effect
1.18prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
1.19Constitution, article XI, sections 4 to 7.
1.20 EFFECTIVE DATE.This section is effective the day following final enactment.
