1111 1.11 WHEREAS, the state of Minnesota appreciates the opportunity provided by that act; and​
1212 1.12 WHEREAS, Minnesota currently has contributed for display a statue of Maria Sanford and​
1313 1.13a statue of Henry Mower Rice; and​
1414 1.14 WHEREAS, the act of Congress creating Statuary Hall in the United States Capitol was​
1515 1.15amended in 2000 by Section 311 of H.R. 5657, established as law by Public Law 106-554, and​
1616 1.16provides that "Any State may request the Joint Committee on the Library of Congress to approve​
1717 1.17the replacement of a statue the State has provided for display"; and​
1818 1.18 WHEREAS, the statue of Henry Mower Rice, having been first placed on display in 1916,​
1919 1.19has met the minimum requirement of that act for display for at least ten years; and​
2020 1.20 WHEREAS, by this resolution, the state has selected the Honorable Hubert H. Humphrey,​
2121 1.21former Vice President of the United States, to be newly commemorated; and​
2222 1.22 WHEREAS, Hubert H. Humphrey served as Mayor of Minneapolis from 1945 to 1948; and​
2323 1.23 WHEREAS, Hubert H. Humphrey led forces at the 1948 Democratic National Convention​
2424 1.24in Philadelphia in support of the successful minority platform plank on civil rights and equal​

4040 2.7disarmament, the Peace Corps, small business assistance, education reform, wilderness preservation,​
4141 2.8immigration reform, and agriculture; and​
4242 2.9 WHEREAS, Hubert H. Humphrey served as Assistant Senate Majority Leader and Deputy​
4343 2.10President Pro Tempore; and​
4444 2.11 WHEREAS, Hubert H. Humphrey served as floor leader during the Senate's consideration​
4545 2.12of the Civil Rights Act of 1964, which was essential to the eventual passage of the act in the aftermath​
4646 2.13of breaking the filibuster against this historic legislation; and​
4747 2.14 WHEREAS, Hubert H. Humphrey, although dedicated to the Democratic Party, always​
4848 2.15sought bipartisan support for his legislative goals and routinely shared credit with other Senators​
4949 2.16for his legislative victories; and​
5050 2.17 WHEREAS, Hubert H. Humphrey, as Vice President of the United States, loyally served​
5151 2.18President Lyndon Baines Johnson and successfully carried out a number of domestic and overseas​
5252 2.19assignments; and​
5353 2.20 WHEREAS, Hubert H. Humphrey served as the Democratic Party's nominee for President​
5454 2.21of the United States in 1968; and​
5555 2.22 WHEREAS, Hubert H. Humphrey was reelected by the people of Minnesota, in 1970 and​
5656 2.231976, to two additional terms in the Senate, thereby continuing his extraordinary record of legislative​
5757 2.24achievement with passage of such bills as the Humphrey-Hawkins Full Employment Act; and​
5858 2.25 WHEREAS, Hubert H. Humphrey, after his time in government, went on to be a Professor​
5959 2.26at Macalester College and the University of Minnesota; and​
6060 2.27 WHEREAS, the state of Minnesota would recast the statue of Hubert H. Humphrey that​
6161 2.28currently stands on the mall of the Minnesota State Capitol, sculpted by artists Jeff and Anna Koh​
6262 2.29Varilla; and​
6363 2.30 WHEREAS, the state of Minnesota understands its responsibilities for expenditures associated​
6464 2.31with removing and transporting the replaced statue and erecting the new statue in its place; and​
6565 2.32 WHEREAS, the statue of Henry Mower Rice would be transferred to the Minnesota State​
6666 2.33Historical Society; NOW, THEREFORE,​
6767 2.34 BE IT RESOLVED by the House of Representatives and the Senate of the State of Minnesota​
6868 2.35that they request that the application to replace the statue of Henry Mower Rice with a statue of​
