1.1 A memorial resolution
1.2 requesting the Joint Committee on the Library of Congress of the United States Congress
1.3 to approve replacement of the statue of Henry Mower Rice now on display in National
1.4 Statuary Hall in the Capitol of the United States.
1.5 WHEREAS, an act of Congress of July 2, 1864, established National Statuary Hall in the
1.6United States Capitol; and
1.7 WHEREAS, the act provides that each state has the right to donate "statues, in marble or
1.8bronze, not exceeding two in number for each State, of deceased persons who have been citizens
1.9thereof, and illustrious for their historic renown or for distinguished civic or military services...";
1.10and
1.11 WHEREAS, the state of Minnesota appreciates the opportunity provided by that act; and
1.12 WHEREAS, Minnesota currently has contributed for display a statue of Maria Sanford and
1.13a statue of Henry Mower Rice; and
1.14 WHEREAS, the act of Congress creating Statuary Hall in the United States Capitol was
1.15amended in 2000 by Section 311 of H.R. 5657, established as law by Public Law 106-554, and
1.16provides that "Any State may request the Joint Committee on the Library of Congress to approve
1.17the replacement of a statue the State has provided for display"; and
1.18 WHEREAS, the statue of Henry Mower Rice, having been first placed on display in 1916,
1.19has met the minimum requirement of that act for display for at least ten years; and
1.20 WHEREAS, by this resolution, the state has selected the Honorable Hubert H. Humphrey,
1.21former Vice President of the United States, to be newly commemorated; and
1.22 WHEREAS, Hubert H. Humphrey served as Mayor of Minneapolis from 1945 to 1948; and
1.23 WHEREAS, Hubert H. Humphrey led forces at the 1948 Democratic National Convention
1.24in Philadelphia in support of the successful minority platform plank on civil rights and equal

The bill was read for the first time and referred to the Committee on Rules and Legislative Administration 2.1opportunity, challenging the delegates to "get out of the shadow of states' rights and walk forthrightly
2.2into the bright sunshine of human rights"; and
2.3 WHEREAS, Hubert H. Humphrey spent a total of 23 years of service in the Senate, serving
2.4from 1949 to 1964 and from 1970 to 1978, compiling a record of accomplishments virtually
2.5unmatched in the 20th century, including the Civil Rights Act of 1964, the Nuclear Test-Ban Treaty,
2.6Medicare, human rights, workforce development, labor rights, health care, arms control and
2.7disarmament, the Peace Corps, small business assistance, education reform, wilderness preservation,
2.8immigration reform, and agriculture; and
2.9 WHEREAS, Hubert H. Humphrey served as Assistant Senate Majority Leader and Deputy
2.10President Pro Tempore; and
2.11 WHEREAS, Hubert H. Humphrey served as floor leader during the Senate's consideration
2.12of the Civil Rights Act of 1964, which was essential to the eventual passage of the act in the aftermath
2.13of breaking the filibuster against this historic legislation; and
2.14 WHEREAS, Hubert H. Humphrey, although dedicated to the Democratic Party, always
2.15sought bipartisan support for his legislative goals and routinely shared credit with other Senators
2.16for his legislative victories; and
2.17 WHEREAS, Hubert H. Humphrey, as Vice President of the United States, loyally served
2.18President Lyndon Baines Johnson and successfully carried out a number of domestic and overseas
2.19assignments; and
2.20 WHEREAS, Hubert H. Humphrey served as the Democratic Party's nominee for President
2.21of the United States in 1968; and
2.22 WHEREAS, Hubert H. Humphrey was reelected by the people of Minnesota, in 1970 and
2.231976, to two additional terms in the Senate, thereby continuing his extraordinary record of legislative
2.24achievement with passage of such bills as the Humphrey-Hawkins Full Employment Act; and
2.25 WHEREAS, Hubert H. Humphrey, after his time in government, went on to be a Professor
2.26at Macalester College and the University of Minnesota; and
2.27 WHEREAS, the state of Minnesota would recast the statue of Hubert H. Humphrey that
2.28currently stands on the mall of the Minnesota State Capitol, sculpted by artists Jeff and Anna Koh
2.29Varilla; and
2.30 WHEREAS, the state of Minnesota understands its responsibilities for expenditures associated
2.31with removing and transporting the replaced statue and erecting the new statue in its place; and
2.32 WHEREAS, the statue of Henry Mower Rice would be transferred to the Minnesota State
2.33Historical Society; NOW, THEREFORE,
2.34 BE IT RESOLVED by the House of Representatives and the Senate of the State of Minnesota
2.35that they request that the application to replace the statue of Henry Mower Rice with a statue of

3.2Joint Committee on the Library of Congress;
3.3 BE IT FURTHER RESOLVED that the revisor of statutes is directed to prepare an enrolled
3.4copy of this resolution, to be authenticated by the signature of the secretary of state and that of the
3.5governor, and that the secretary of state transmit the enrolled copy to the Architect of the Capitol,
3.6for forwarding to the Joint Committee on the Library of Congress.
