6	6	1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

8	8	1.8 CONSTITUTIONAL AMENDMENT
9	9	1.9 Section 1. CONSTITUTIONAL AMENDMENTS PROPOSED.
10	10	1.10 An amendment to the Minnesota Constitution is proposed to the people. If the amendment
11	11	1.11is adopted, article IV, section 2, will read:
12	12	1.12 Sec. 2. The number of members who compose the senate and house of representatives
13	13	1.13shall be prescribed by law. The representation in both houses the house of representatives
14	14	1.14shall be apportioned equally throughout the different sections of the state in proportion to
15	15	1.15the population thereof. The representation of the senate shall be apportioned equally by
16	16	1.16county.
17	17	1.17 article IV, section 3, will read:
18	18	1.18 Sec. 3. At its first session after each enumeration of the inhabitants of this state made
19	19	1.19by the authority of the United States, the legislature shall have the power to prescribe the
20	20	1.20bounds of congressional and legislative districts. Senators shall be chosen by single districts
21	21	1.21of convenient contiguous territory created in each of the counties of the state. No
22	22	1.22representative district shall be divided in the formation of a senate district. The senate
23	23	1.23districts shall be numbered in a regular series.

34	34	2.2 The proposed amendment must be submitted to the people at the 2026 general election.
35	35	2.3The question submitted must be:
36	36	2.4 "Shall the Minnesota Constitution be amended to create legislative districts as follows:
37	37	2.5a senate district for each territory comprising a county, and the number of house of
38	38	2.6representatives districts prescribed by law apportioned equally throughout the different
39	39	2.7sections of the state in proportion to the population thereof?

44	44	2.12 Section 1. Minnesota Statutes 2024, section 2.021, is amended to read:
45	45	2.13 2.021 NUMBER OF MEMBERS.
46	46	2.14 For each legislature, until a new apportionment shall have been made, the senate is
47	47	2.15composed of 67 87 members and the house of representatives is composed of 134 members.
48	48	2.16 Sec. 2. Minnesota Statutes 2024, section 2.031, is amended to read:
49	49	2.17 2.031 APPORTIONMENT.
50	50	2.18 Subdivision 1.Legislative districts.The representatives in the senate and house of
51	51	2.19representatives are apportioned throughout the state in 67 87 senate districts and 134 house
52	52	2.20of representatives districts. Each senate district is entitled to elect one senator and each
53	53	2.21house of representatives district is entitled to elect one representative.
54	54	2.22 Sec. 3. EFFECTIVE DATE.
55	55	2.23 Sections 1 and 2 are effective upon the adoption by the people of the constitutional
56	56	2.24amendment in article 1, section 2.
