                            1.1	A bill for an act​
1.2 proposing an amendment to the Minnesota Constitution, article IV, sections 2 and​
1.3 3; changing the composition apportionment of legislative districts; making​
1.4 conforming statutory changes; amending Minnesota Statutes 2024, sections 2.021;​
1.5 2.031.​
1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
1.7	ARTICLE 1​
1.8	CONSTITUTIONAL AMENDMENT​
1.9 Section 1. CONSTITUTIONAL AMENDMENTS PROPOSED.​
1.10 An amendment to the Minnesota Constitution is proposed to the people. If the amendment​
1.11is adopted, article IV, section 2, will read:​
1.12 Sec. 2. The number of members who compose the senate and house of representatives​
1.13shall be prescribed by law. The representation in both houses the house of representatives​
1.14shall be apportioned equally throughout the different sections of the state in proportion to​
1.15the population thereof. The representation of the senate shall be apportioned equally by​
1.16county.​
1.17 article IV, section 3, will read:​
1.18 Sec. 3. At its first session after each enumeration of the inhabitants of this state made​
1.19by the authority of the United States, the legislature shall have the power to prescribe the​
1.20bounds of congressional and legislative districts. Senators shall be chosen by single districts​
1.21of convenient contiguous territory created in each of the counties of the state. No​
1.22representative district shall be divided in the formation of a senate district. The senate​
1.23districts shall be numbered in a regular series.​

2.2 The proposed amendment must be submitted to the people at the 2026 general election.​
2.3The question submitted must be:​
2.4 "Shall the Minnesota Constitution be amended to create legislative districts as follows:​
2.5a senate district for each territory comprising a county, and the number of house of​
2.6representatives districts prescribed by law apportioned equally throughout the different​
2.7sections of the state in proportion to the population thereof?​

2.11	STATUTORY CHANGES​
2.12 Section 1. Minnesota Statutes 2024, section 2.021, is amended to read:​
2.13 2.021 NUMBER OF MEMBERS.​
2.14 For each legislature, until a new apportionment shall have been made, the senate is​
2.15composed of 67 87 members and the house of representatives is composed of 134 members.​
2.16 Sec. 2. Minnesota Statutes 2024, section 2.031, is amended to read:​
2.17 2.031 APPORTIONMENT.​
2.18 Subdivision 1.Legislative districts.The representatives in the senate and house of​
2.19representatives are apportioned throughout the state in 67 87 senate districts and 134 house​
2.20of representatives districts. Each senate district is entitled to elect one senator and each​
2.21house of representatives district is entitled to elect one representative.​
2.22 Sec. 3. EFFECTIVE DATE.​
2.23 Sections 1 and 2 are effective upon the adoption by the people of the constitutional​
2.24amendment in article 1, section 2.​
