55 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
66 1.6 Section 1. OLMSTED COUNTY; CARBON CAPTURE SYSTEM.​
77 1.7 Subdivision 1.Appropriation.$1,000,000 is appropriated from the bond proceeds fund​
88 1.8to the commissioner of the Pollution Control Agency for a grant to Olmsted County for​
99 1.9predesign, engineering, and environmental analysis for a carbon capture, utilization, and​
1010 1.10storage system associated with processing solid waste at the Olmsted County waste-to-energy​
1111 1.11facility, and the predesign and design of a business incubator for purposes of creating a​
1212 1.12technical training platform related to carbon sequestration at the Olmsted County​
1313 1.13waste-to-energy facility.​
1414 1.14 Subd. 2.Bond sale.To provide the money appropriated in this section from the bond​
1515 1.15proceeds fund, the commissioner of management and budget shall sell and issue bonds of​
1616 1.16the state in an amount up to $1,000,000 in the manner, upon the terms, and with the effect​
1717 1.17prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota​
1818 1.18Constitution, article XI, sections 4 to 7.​
1919 1.19 EFFECTIVE DATE.This section is effective the day following final enactment.​
